MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:06 A.M. on Tuesday, April 16, 2013, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Mariani moved approval of the minutes of April 15, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Hausman moved that HF270, First Engrossment, be recommended to pass, and be placed on the General Register.

Rep. Hausman moved to amend HF270, First Engrossment. (See attached amendment H0270A11). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hausman presented HF270, First Engrossment, as amended. (Hausman) Omnibus Bonding Bill.

Andrew Lee, Fiscal Analyst, explained the fiscal implications of HF270, First Engrossment, as amended.

Rep. Hausman renewed the motion that HF270, First Engrossment, as amended, be recommended to pass, and be placed on the General Register. THE MOTION PREVAILED.

Rep. Hausman moved that HF1070, First Engrossment, be recommended to pass, and be placed on the General Register.

Rep. Hausman presented HF1070, First Engrossment (Hausman) Public housing rehabilitation funding provided, bonds issued, and money appropriated.

Rep. Hausman moved to amend HF1070, First Engrossment, as follows:

Page 2, line 2.26, delete the blank appropriation and insert "$2,590,000"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hausman renewed the motion that HF1070, First Engrossment, as amended, be recommended to pass, and be placed on the General Register. THE MOTION PREVAILED.


Rep. Hornstein moved that HF1416, Second Engrossment, be recommended to pass and be placed on the General Register.

Rep. Hornstein moved to amend HF1416, Second Engrossment. (See attached amendment H1416A20). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Beard moved to amend HF1416, Second Engrossment, as amended. (See attached amendment H1416A21). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mahoney moved to amend HF1416, Second Engrossment, as amended. (See attached amendment H1416A19). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Beard moved to amend HF1416, Second Engrossment, as amended. (See attached amendment H1416A22). THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Rep. Erhardt presented HF1416, Second Engrossment, as amended. (Erhardt) Transportation related provisions amended including logo sign program, trunk highway routes, state-aid systems, motor vehicle registration, license plates, vehicle dealers, pupil transportation, traffic regulations, bicycles, parking, motor vehicle equipment, driver licensing, agency organization, commercial vehicle regulations, railroads, land conveyance, and autonomous vehicles.

Rep. Hornstein renewed the motion that HF1416, Second Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 11:11 A.M.
