MINUTES

Representative Hamilton, Chair of the Agriculture Finance Committee, started the meeting at 10:15 A.M. on March 26, 2015, in Room Five of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hamilton started the meeting at 10:15 A.M. A quorum was not present.

HF1906 McNamara, Pesticide regulatory account use modified, and labeling and advertising prohibitions pertaining to plants beneficial to pollinators modified.

At 10:17 A.M a quorum was present, and Representative Hamilton called the meeting to order.

Representative Poppe moved to amend HF 1906, as introduced, as follows:

Page 1, line 12, delete the new language and insert “and may also be used by the commissioner for purposes of section 18H.14, paragraph (e).”

Bill Bond with the Minnesota Crop Production Retailers, Tim Power with the Minnesota Nursery and Landscape Association, along with Santos Cruz with the Minnesota Department of Agriculture (MDA) provided testimony on the oral amendment.

Representative Poppe renewed the motion to move the oral amendment. THE AMENDMENT WAS ADOPTED.

Lex Horan with the Pesticide Action Network provided testimony on HF1906 as amended.

Chair Hamilton laid over HF1906 as amended.

HF910 Newberger, Direct sale of prepared food licensing exclusions modified.

Representative Hamilton moved the A15-0310 amendment. THE AMENDMENT WAS ADOPTED.

Brendan Jordan with the Great Plains Institute and Marianne Sussman provided testimony on HF910 as amended.

Chair Hamilton laid over HF910 as amended.

Representative Applebaum moved that the minutes of March 24, 2015 be approved. THE MOTION PREVAILED.

HF1451 Miller, Livestock industry study required.

Representative Anderson, P. moved the H1451A3 amendment. THE MOTION PREVAILED.

Chair Hamilton laid over HF1451 as amended.

HF1079 Applebaum, Farmer ombudsman office stablished to provide one-stop regulatory assistance, and money appropriated.

Santos Cruz with the MDA provided testimony on HF1079.

Chair Hamilton laid over HF1079.

Representative Johnson assumed the gavel at 11:41 A.M.

HF536 Hamilton, Advanced biofuel, renewable chemical, and biomass production incentive programs established; and money appropriated.

Representative Hamilton moved the H0536A13 amendment.

Brendan Jordan with the Great Plains Institute, Steve Morse with the Minnesota Environmental Partnership, Doug Busselman with Minnesota Farm Bureau, and Thom Peterson with the Minnesota Farm Bureau provided testimony on the amendment.

Representative Hamilton renewed his motion to move the H0536A13 amendment. THE MOTION PREVAILED.

Representative Johnson laid over HF536 as amended.

The meeting was adjourned at 11:53 A.M.
