MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting at 8:15 AM on March 26, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Bob Dettmer testified to House File 498 and the H0498A3 Amendment. (A bill for an act relating to education; providing for physical education standards and benchmarks; requiring assessments; amending graduation requirements; amending Minnesota Statutes 2014, sections 120B.021, subdivisions 1, 3, 4; 120B.024, subdivision 1; proposing coding for new law in Minnesota Statutes, chapter 120B).

Matt Schafer with American Cancer Society testified in favor of House File 498 and the H0498A3 Amendment.

Joe McCarthy, Farmington physical education teacher, testified in favor of House File 498 and the H0498A3 Amendment.


A quorum was present at 8:22 AM and the meeting was called to order.


Representative Dean Urdahl moved to approve the minutes of March 24, 2015. THE MOTION PREVAILED.


Chair Sondra Erickson moved House File 498 to be re-referred to the Committee on Education Finance.

Chair Erickson moved the H0498A3 Amendment to House File 498. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Ron Kresha moved to orally amend the H0498A3 amendment, line 1.12 before the period, stated as: “, among other excuses sanctioned by school policy”. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Roger Aronson with School Principals testified in favor of House File 498 as amended.

Daron Korte, Assistant Commissioner at Minnesota Department of Education, testified in favor of House File 498 as amended.

Mary Gilbert with St. Paul Public Schools testified in favor of House File 498 as amended.

Representative Barb Yarusso moved to orally amend House File 498, line 5.11 before the period, stated as: “or provide co-curricular instruction”. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Erickson renewed her motion and re-referred House File 498 as amended to the Committee on Education Finance.


Chair Sondra Erickson moved House File 879 to be re-referred to the Committee on Education Finance.

Representative Paul Anderson testified to House File 879. (A bill for an act relating to education finance; establishing an agricultural educator grant program; appropriating money).

Chair Erickson moved the H0879A1 Amendment to House File 879. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Jerry Schoenfeld, Executive Director of Minnesota Association of Agricultural Educators, testified in favor of House File 879 as amended.

Chair Erickson renewed her motion and re-referred House File 879 as amended to the Committee on Education Finance.


Representative Roz Peterson moved House File 1676 to be re-referred to the Committee on Education Finance.

Representative Tim Kelly testified to House File 1676. (A bill for an act relating to education; youth development; establishing an educational partnership fund; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 124D).

Maureen Ramierz, Research and Policy Director at Growth & Justice, testified in favor of House File 1676.

Charley Nelson, Executive Director of Every Hand Joined (Red Wing), testified in favor of House File 1676.

Muneer Karcher-Ramos, Director of St. Paul Promise Neighborhood, testified in favor of House File 1676.

Bruce Watkins with Partnership for Student Success (St. Cloud) testified in favor of House File 1676.

Representative Mariani moved to orally amend House File 1676, line 3.14 before the period, stated as: “including in-kind contributions” THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Erickson renewed the Peterson motion and re-referred House File 1676 as amended to the Committee on Education Finance.


Chair Sondra Erickson moved House File 1930 to be re-referred to the Committee on Education Finance.

Representative Rod Hamilton testified to House File 1930. (A bill for an act relating to education; providing for a program to engage Hmong and Southeast Asian children and families in accessing early childhood care and education, early childhood health and developmental screening, and reading assessments; appropriating money).

Zha Blong Xiong with the University of Minnesota testified in favor of House File 1930.

Dai Thao, St. Paul City Council Member, testified in favor of House File 1930.

Sinying Lee with the St. Paul Promise Neighborhood testified in favor of House File 1930.

Bao Vanke with Hmong American Partnership testified in favor of House File 1930.

Chair Erickson renewed her motion and re-referred House File 1930 to the Committee on Education Finance.


Representative Carlos Mariani moved House File 1838 to be re-referred to the Committee on Education Finance.

Representative Mariani moved the H1838DE3 Amendment to House File 1838. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Mariani testified to House File 1838 as amended. (A bill for an act relating to education; modifying certain charter school provisions; amending Minnesota Statutes 2014, section 124D.10, subdivisions 3, 4, 6, 6a, 8, 9, 23, by adding a subdivision).

Eugene Piccolo with Minnesota Association of Charter Schools testified to House File 1838 as amended.

Representative Mariani moved to orally amend the H1838DE3 Amendment, line 1.8 before the period, stated as: “,and how charter schools are closed and dissolved” THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Brian Sweeney with Charter School Partners testified to House File 1838.

Karen Klinzing with Friends of Education testified to House File 1838.

Kevin McHenry, Assistant Commissioner of Minnesota Department of Education, testified to House File 1838.

Eric Celeste, parent of a child in a charter school, testified to House File 1838.

Representative Mariani moved to orally amend the H1838DE3 Amendment, line 1.22 after “is”, stated as: “a poorly performing interim authorizer”. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Erickson renewed her motion and re-referred House File 1838 as amended to the Committee on Education Finance.
