INFORMATIONIAL JOINT HEARING EDUCATION INNOVATION POLICY & EDUCATION FINANCE COMMITTEE DURING INTERIM 2015-2016
MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the interim joint meeting to order at 1:00 PM on February 17, 2016, in the Hearing Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

The informational hearing during interim in intended to learn from the Board of Teaching an update on the rules that were supposed to be in place by January 1, 2016, on the portfolio and the licensure for out of state candidates or for teachers trained in other states seeking licenses. Also to introduce the new director of the MDE Licensing Division.

Testifiers:

Erin Doan, Executive Director Board of Teaching, Testified with John Bellingham Board of Teaching Chair, Review of Procedural Processes, Changes, and Timeline from Minnesota Department of Education Licensing Division.

Nels Onstad, Educator Licensing Director Minnesota Department of Education, testified on Portfolio process evolution for Minnesota Department of Education.

Ben MacKenzie, High School Teacher E4E, testified on Portfolio review.

Edwin Ochoa, Director of Human Resources Hiawatha Academies, testified on Portfolio process effect on Minnesota achievement gap.

Daniel Sellers, Executive Director of MinnCan, testified to rule making of Licensure Via Portfolio.

Nathan Sellers, Attorney Fabyanske-Westra-Hart & Thomson, testified to legal holding from District Court on Board of Teaching and summary judgement regarding Licensure Via Portfolio.

Anthony Munsterman, Educator Campbell-Tintah Public School, testified to experience with Licensure Via Portfolio Process.

Joan Dobbert, Educator, testified to experience with Licensure Via Portfolio Process.

Jon Bacal, Director of Venture Academy, testified to Licensure Via Portfolio implementation.

Cyndy Crist, Legislative and Policy Liaison MACTE, Licensure Via Portfolio review.

Jim Bartholomew, Minnesota Business Partnership, Licensure Via Portfolio review.

Rick Heller, Twice Exceptional Print Disabled Representative (Unofficial), testified on document disclosure compliance.


The meeting was adjourned at 3:25 PM.
