MINUTES

Representative McNamara, Chair of the Environment & Natural Resources Committee, called the meeting to order at 8:19 a.m. on March 25, 2015 in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Fenton moved to approve the minutes of March 24, 2015.
THE MOTION PREVAILED.

Representative McNamara moved HF 1096 (Lueck) School trust lands condemnation provided, bonds issued, and money appropriated for possible inclusion to an omnibus bill.

Testifying on HF 1096 were:
Bob Meier, Assistant Commissioner, DNR;
Denise Dittrich, Minnesota School Board Association;
Kathy Lewis, DNR.

Representative Dill moved HF 1410 (Dill) Commissioner of revenue powers transferred to the commissioner of natural resources; transfer of ownership rules provided; eligibility, certification, and notification requirements provided, clarifying changes made, and obsolete provisions repealed, to pass and be re-referred to the Committee on Taxes.

Representative Dill moved the H1410A1 amendment.

Testifying on HF 1410 were:
Calder Hibbard, Minnesota Forest Resources Council;
Bruce Zumbahlen, Minnesota Forestry Association;
Wayne Brandt, Minnesota Forest Industries;
Craig Schmid, Deputy Director, DNR Division of Forestry.

Representative Dill moved to orally amend HF 1410 as follows:

Line 1.21, delete the second "and" and insert a comma, and after "ecological" insert ", and recreational"

Representative Dill renewed his motion that HF 1410 be passed and be re-referred to the Committee on Taxes. THE MOTION PREVAILED.


Representative Torkelson moved HF 1327 (Torkelson) Soil and water conservation district funding modified, county levies for soil and water conservation districts provided as special taxing district levies, soil and water conservation district grants provided, and money appropriated, for possible inclusion to an omnibus bill.

Representative Torkelson moved the H1327DE1 amendment.
Representative Torkelson moved to orally amend HF 1327 as follows:
Line 1.10, delete “district” and insert “county”.

Representative Fabian assumed the chair at 9:36 a.m.
Chair McNamara assumed the chair at 9:40 a.m.

Testifying on HF 1327 was:
Ian Cunnigham, Minnesota Association of Soil and Water Conservation Districts.

Representative Fabian moved HF 1161 (Fabian) Private truck wash facilities operated as part of feedlot operations permitting provided, for possible inclusion to an omnibus bill.

Representative Fabian moved the H1161A2 amendment.

Testifying on HF 1161 were:
Mike Nelson, MPCA;
Jerry Schoenfeld, Minnesota Pork Producers Association.
