MINUTES

Representative McNamara, Chair of the Environment & Natural Resources Committee, called the meeting to order at 8:19 a.m. on April 15, 2015 in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Heintzeman moved to approve the minutes of April 14, 2015. THE MOTION PREVAILED.

Omnibus Environment Finance (HF846) bill walk-through.

Representative McNamara moved HF846 (McNamara) State government; funding provided for agriculture, environment, and natural resources; retail food establishment and food handler license fees provided; policy and technical changes made to agricultural related provisions; farm opportunity loan program established; agency rulemaking modified; fees and surcharges modified; accounts created; priority chemicals in children's products regulated; prior appropriations modified; and money appropriated, to be passed and re-referred to the Ways and Means Committee.

Representative McNamara moved the H0846DE3 amendment.

Chair McNamara called a recess at 9:55 a.m.

Chair McNamara reconvened the committee at 4:38 p.m. in the Basement meeting room in the State Office Building.

Representative Hanson moved to orally amend HF0846 as follows:
Page 101, Line 101.27, after the word “or” insert the word “discretionary”.

Representative McNamara moved the H0846A34 amendment. The amendment was adopted.
Representative McNamara moved the H0846A36 amendment. The amendment was adopted.
Representative Fabian moved the H0846A7 amendment. The amendment was adopted.
Representative Fabian moved to orally amend the H0846A7 amendment as follows:
Line 1.9, after the word “damage”, insert, “or to prevent a disease risk”.
Line 1.12, after the word “except”, insert “ducks and”.
The oral amendment was adopted.
Representative Hackbarth moved the H0846A8 amendment. The amendment was adopted.
Representative Dill moved the H0846A19 amendment. The amendment was adopted.
Representative Clark moved the H0846A23 amendment. The amendment was adopted.
Representative Clark moved to orally amend the H0846A23 amendment as follows:
Line 1.3, after line, replace “23” with “27”, replace "comma”, with “period”.
The oral amendment was adopted.
Representative Fabian moved the H0846A33 amendment. The amendment was adopted.
Representative Fischer moved the H0846A13 amendment. The amendment was adopted.
The meeting was adjourned at 8:40 p.m.
