ENVIRONMENT AND NATURAL RESOURCES POLICY AND FINANCE COMMITTEE
MINUTES
Representative McNamara, Chair of the Environment and Natural Resources Policy and Finance Committee, began the meeting at 8:17AM, on March 23th, 2016, in Room 5 of the State Office Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative McNamara called the meeting to order at 8:17AM. A quorum was present.
Representative Torkelson moved to adopt the minutes from March 22th, 2016. A slight change was made. THE MINUTES WERE APPROVED.
Sarah Strommen, Department of Natural Resources, Dave Weirens, Board of Water and Soil Resources, Tim Loesch, Department of Natural Resources Business Service Manager, presented the Buffer Law Implementation Update.
HF3000 (Torkelson) Buffer requirements on public waters and drainage ditches clarified and modified.
Representative Torkelson moved HF3000 be laid over.
Representative Torkelson moved the HF3000DE1 amendment. THE AMENDMENT WAS ADOPTED.
Ron Harnack, Red River Watershed Management Board, Harlen Madsen, County Commissioner, Kandiyohi County, Ray Bohn, Minnesota Association of Watershed Districts, Doug Busselman, Minnesota Farm Bureau Federation, Thom Peterson, Minnesota Farmers Union, Scott Strand, Minnesota Center for Environment Advocacy, Don Arnosti, Izaak Walton League, John Lenczewski, Minnesota Trout Unlimited and Dan Larson, Minnesota Rural Counties Caucus testified on HF3000.
The meeting was adjourned at 10:01AM.
