ENVIRONMENT AND NATURAL RESOURCES POLICY AND FINANCE COMMITTEE

MINUTES

Representative Fabian, Vice-Chair of the Environment and Natural Resources Policy and Finance Committee, began the meeting at 8:18AM, on April 5th, 2016, in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Fabian called the meeting to order at 8:18AM. A quorum was present.

Representative Rarick moved to adopt the minutes from March 31th, 2016. THE MINUTES WERE APPROVED.

HF2946 (Kiel) game and fish resident licenses for nonresident National Guard members provided.

Representative Fabian moved HF2946 be re-referred to the Committee on Ways and Means.

Bob Meier, Assistant Commissioner, Department of Natural Resources, testified on HF2946.

Representative Fabian renewed the motion that HF2946 be re-refered to the Committee on Ways and Means. THE MOTION PREVAILED.

HF3409 (Fabian) Wastewater treatment technology incentive provided.

Representative Fabian moved HF3409 be re-referred to the General Register.

Representative moved to adopt the HF3409DE1 amendment. THE AMENDMENT WAS ADOPTED.

Greta Gauthier, Legislative Director, Minnesota Pollution Control Agency, Katrina Kessler, Water Engineer, Minnesota Pollution Control Agency and Scott Strand, Executive Director, Minnesota Center of Environmental Advocacy testified on HF3409.

Representative Fabian renewed the motion that HF3409, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

Representative McNamara assumed the gavel at 8:59AM.

HF3726 (Metsa) Sulfate effluent permit compliance provided.

Representative McNamara moved HF3726 be sent to the General Register.

Representative McNamara moved to adopt the HF3726A1 amendment. THE AMENDMENT WAS ADOPTED.

Larry Sutherland, General Manager, Minnesota Ore Operations, Chrissy Bartovich, Environmental Director, Minnesota Ore Operations, Cliff Toby, President, USW Local 2660, Julia Donnely, Political Director, International Union of Operating Engineers Local 49, Tob Tammen, from Soudan, Minnesota, Michael Schmidt, Minnesota Pollution Control Agency, Greta Gauthier, Legislative Director, Minnesota Pollution Control Agency, and Scott Strand, Executive Director, Minnesota Center for Environmental Advocacy testified on HF3726.

Representative McNamara renewed the motion that HF3726, as amended, be sent to the General Register. THE MOTION PREVAILED.

HF3685 (Hackbarth) Dry clearner response and reimbursement account provisions modified, prior appropriation modified, and rulemaking required.

Representative Hackbarth moved HF3685 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Hackbarth moved to adopt the HF3685A1 amendment. THE AMENDMENT WAS ADOPTED.

Sherry Munyon, Minnesota Cleaners Association, and Kirk Koudelka, Minnesota Pollution Control Agency testified on HF3685.

Representative Hackbarth renewed the motion that HF3685, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.
