MINUTES

Representative Fenton, began the meeting at 10:20 AM on March 24, 2015 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF 1470 (Smith) Business fees and filings regulated.

The following testified on HF 1470:
Dennis Smith – State Representative
Bert Black – Secretary of State Legal Counsel

Representative Fenton called the meeting to order at 10:23 AM.

Representative Theis moved to approve the minutes from March 20, 2015.

THE MOTION PREVAILED

Representative Fenton moved that HF 1470 be re-referred to Civil Law and Data Practices Committee.

THE MOTION PREVAILED

HF 744 (Gunther) Accountancy examinations and peer review standards modified, and rulemaking authorized.

The following testified on HF 744:
Bob Gunther – State Representative
Michael Vekich – Minnesota Board of Accountancy

Representative Fenton moved that HF 744 be re-referred to the State Government Finance Committee.

THE MOTION PREVAILED

HF 1725 (Christensen) Electronic filing for hearings in contested cases at the Office of Administrative Hearings permitted.

The following testified on HF 1725:

Tammy Pust – Office of Administrative Hearings

Representative Fenton moved that HF 1725 be re-referred to Civil Law and Data Practices Committee.

THE MOTION PREVAILED

HF 683 (Franson) Industrial hemp industry development provided for and regulated, industrial hemp research authorized, rulemaking required, possession of industrial hemp defense provided, Marijuana and Wild Hemp definitions modified, and money appropriated.

Thom Peterson – Minnesota Farmer’s Union
Doug Busselman – Minnesota Farm Bureau
Jim Franklin – Minnesota Sherriff Association Executive Director

Representative Scott moved to amend HF 683 (See attached amendment H0683A3)

THE AMENDMENT WAS ADOPTED

Representative Fenton moved that HF 683, as amended, be re-referred to Civil Law and Data Practices Committee.

THE MOTION PREVAILED

HF 1826 (Nelson) General obligation grant management modified.

The following testified on HF 1826:
Michael Nelson – State Representative
Matt Scherer – Department of Administration

Representative Nelson moved that HF 1826 be re-referred to State Government Finance Committee.

THE MOTION PREVAILED

The committee adjourned at 11:12 AM.
