MINUTES

Representative Mack, Chair of the Health and Human Services Reform committee, called the meeting to order at 5:35 PM on March 16th, 2015, in the Basement Hearing Room at the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack called the meeting to order at 5:35 PM. A quorum was present.

Representative Dean moved that HF1664 be re-referred to the Committee on Commerce Regulatory and Reform.

Representative Dean moved to adopt the A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1664 were Charlie Dunker, Alice Flowers, Take Action Minnesota, and Mary Einspahr, Take Action Minnesota.

Representative Dean renewed his motion that HF1664, as amended, be re-referred to the Committee on Commerce Regulatory and Reform.

Representative Mullery requested a roll call vote. The results are as follows:

Representative Dean moved that HF1665 be re-referred to the Committee on Government Operations and Elections Policy.

Testifying on behalf of HF1665 were Gabriel Goldstein, Joel Ulland, Legislative Director, UCare, Anne Quincy, Staff Attorney, Mid-Minnesota Legal Aid, Liz Doyle Association Director, Take Action Minnesota, Dan Quillin, ISAIAH, Laura Sayles, Minnesota Nurses Association, and Mike McGuire, MAHU, MNsure broker.

Representative Dean renewed his motion that HF1665 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Mack moved that HF1460 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Loeffler moved to adopt the A3 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1460 were Peter Nelson, Director of Public Policy, Center for the American Experiment, and Karen Guisto, Department of Human Services.

Representative Peterson assumed the gavel at 8:29 PM.

Representative Peterson renewed her motion that HF1460, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Pierson moved that HF1936 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Loeffler moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Pierson renewed his motion that HF1936, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

Representative Quam moved that HF1271 be re-referred to the Committee on Civil Law and Data Practices.

Representative Quam moved to adopt an oral amendment. The oral amendment is as follows:
“Line 1.22, strike the words, ‘and housing allowance’.” THE ORAL AMENDMENT WAS ADOPTED.

Representative Mack assumed the gavel at 9:03 PM.

Representative Quam moved to adopt the DE1 amendment, as amended. THE AMENDMENT, AS AMENDED, WAS ADOPTED.


Testifying on behalf of HF1271 were Linda Higgins, Hennepin County Commissioner and Kristine Davis, Department of Human Services.

Representative Quam renewed his motion that HF1271, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

The meeting was adjourned at 9:56 PM.
