MINUTES

Representative Mack, Chair of the Health and Human Services Reform Committee, began the meeting at 2:52PM on March 30th, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack officially called the meeting to order at 2:52PM. A quorum was present.

Representative Peterson moved the minutes of March 29th, 2016 be approved. THE MOTION PREVAILED.

HF3169 (Backer) Nonprofit nursing facilities in border cities operating payment rate modified.

Representative Backer moved HF3169 be re-referred to the Committee on Health and Human Services Finance.

Testifying in support of HF3169 was Mark Bertilrud, Executive Director, Eventide Senior Living Communities.

Representative Backer renewed his motion that HF3169 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF3350 (Anderson, C.) Long-term care simulation model development by the human services commissioner required, report required, and money appropriated.

Representative Mack moved HF3350 be re-referred to the Committee on Health and Human Services Finance.

Representative Mack moved the H3350A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3350 were Erin Buie, Director of Government Affairs, Care Providers of Minnesota, Danielle Salisbury, LeadingAge Minnesota and LaRhae Knatterud, Department of Human Services.

Representative Mack renewed her motion that HF3350, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF3287 (Theis) Advanced in-home activity-monitoring system assessment funding provided, and money appropriated.

Representative Mack moved HF3287 be re-referred to the Committee on Health and Human Services Finance.

Testifying in support of HF3287 was Greg Owen, Wilder Foundation.

Representative Mack renewed her motion that HF3287 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF3048 (Zerwas) Population served by residential hospice facilities modified to include children who need respite care or palliative care.

Representative Zerwas moved HF3048 be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas moved the H3048DE3 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3048 was Katie Lindenfelser, Founder of Crescent Cove and
Theresa and Don Zimanske, Impacted Family Member.

Representative Zerwas renewed his motion that HF3048 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF3039 (Schomacker) Nursing facility moratorium exception funding provided.

Representative Schomacker moved HF3039 be re-referred to the Committee on Health and Human Services Finance.

Testifying in support of HF3039 were Todd Bergstrom, Director of Research & Data Analysis, Care Providers of Minnesota and Jeff Bostic, LeadingAge Minnesota.

Representative Schomacker renewed his motion that HF3039 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Peterson assumed the gavel at 3:47PM

Chair Mack re-assumed the gavel at 3:51PM

HF2851 (Schomacker) Nursing facility payment language recodified, conforming changes made, and obsolete provisions repealed.

Representative Schomacker moved HF2851 be re-referred to the General Register.

Representative Schomacker renewed his motion that HF2851 be re-referred to the General Register. THE MOTION PREVAILED.

HF2607 (Kelly) Nursing facility requirements modified.

Representative Kelly moved HF2607 be re-referred to the General Register.

Testifying in support of HF2607 was Kevin Rymanowski, CFO Benedictine Health Services.

Representative Kelly renewed his motion that HF2607 be re-referred to the General Register. THE MOTION PREVAILED.

Representative Peterson assumed the gavel at 4:02PM.

Chair Mack re-assumed the gavel at 4:06PM.

HF3582 (Mack) Medical assistance coverage for services provided by a community medical response emergency medical technician provided.

Representative Mack moved HF3582 be re-referred to the Committee on Health and Human Services Finance.

Testifying in support of HF3582 was Buck McAlpin, MN Ambulance Association

Representative Mack renewed her motion that HF3582 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF1652 (Baker) Minnesota prescription monitoring program changes made.

Representative Baker moved HF1652 be re-referred to the Committee on Civil Law and Data Practices.

Representative Baker moved the H1652A3 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF1652 were Cody Wiberg, Board of Pharmacy, Executive Director and Matt Flanders, Citizens’ Council for Health Freedom.

Representative Mack moved to recess at 4:37PM.

Representative Mack reconvened at 6:38PM.

Representative Baker renewed his motion that HF1652, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

HF3045 (Zerwas) Health care quality of care and complaint investigation process provisions modified, and report required.

Representative Zerwas moved HF3045 be re-referred to the Committee on Civil Law and Data Practices.

Representative Zerwas moved the H3045DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3045 were Gil Acevedo, Assistant Commissioner, Health Systems Bureau, MN Dept. of Health, Sheila Van Pelt, citizen advocate and Jim Gotz.

Representative Zerwas renewed his motion that HF3045, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

HF3374 (Lohmer) Family planning service fund grant distribution requirements modified, entities eligible for family planning grants specified, and health commissioner required to apply for and distribute federal Title X funds for family planning services.

Representative Lohmer moved HF3374 be re-referred to the Committee on Health and Human Services Finance.

Representative Lohmer moved the H3374A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3374 were Law Professor Teresa Collette, St. Thomas University,
Sue Thayer, former Planned Parenthood Clinic Director, Tom Pritchard, MN Family Council, Gilbert Aceredo, MN Department of Health and Ed Ehlinge, MN Department of Health.

Testifying in opposition of HF3374 was Sarah Stoesz, President and CEO of Planned Parenthood.

Representative Lohmer renewed her motion that HF3374, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.
