MINUTES

Representative Dean Urdahl, Chair of the Legacy Funding Finance Committee, began the tenth meeting at 12:35 P.M. on Monday, March 23, 2015 in the Basement Hearing Room of the State Office Building.

The meeting was called to order at 12:47 P.M. A Quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Heintzeman moved to approve the minutes of March 16, 2015. THE MOTION PREVAILED.

Ann Hutton and Melinda Ludwiczak of the Minnesota Library Association presented the association’s Legacy fund request, and related how past funds have been utilized.

HF129 Dettmer, Big Marine Lake veterans rest camp improvement funding provided, and money appropriated.

Chair Urdahl moved HF129.

Representative Dettmer and Ken Larson testified in favor of HF129.

Chair Urdahl laid HF129 over for possible inclusion in the Legacy omnibus bill.

HF821 Green, Culvert replacement grant funding provided, and money appropriated.

Representative Green moved HF821 and laid the bill over for possible inclusion in the Legacy omnibus bill.

Representative Green and Kent Sulem, of the Minnesota Townships Association, testified in favor of HF821.

HF1016 Lillie, Ramsey County; Culturally relevant sport courts and fields development and installation funding provided, and money appropriated.

Chair Urdahl Laid HF1016 over for possible inclusion in the Legacy omnibus bill.

Representative Lillie, Jon Oyanagi, Tzianeng Vang, and Chia Yang testified in favor of HF1016.

Representative Heintzeman assumed the gavel at 1:29 P.M.

Representative Urdahl assumed the gavel at 1:32 P.M.

HF1323 Rarick, Wastewater treatment system planning appropriated money from the clean water fund.

Chair Urdahl moved HF1323.

Representative Rarick, and Byron Kuster of the Moose Lake Windemere Sanitary Sewer District, testified in favor of HF1323.

Chair Urdahl laid HF1323 over for possible inclusion in the Legacy omnibus bill.

HF453 Hancock, Veterans programs funding provided, and money appropriated.

Chair Urdahl laid HF453 over for possible inclusion in the Legacy omnibus bill.

Representative Hancock, David O’Fallon and Trista Matascastillo of the Minnesota Humanities Center testified in favor of HF453.

HF1706 Drazkowski, Outdoor heritage trust fund account established, trust fund payments to counties provided, and money appropriated.

Chair Urdahl moved the H1706A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Drazkowski and Kent Sulem, of the Minnesota Townships Association, testified in favor of HF1706.

Dr. Mark Smith, Dr. Virgil Voigt, and Kirk Schnitker testified in opposition to HF1706.

Lance Ness of the Dedicated Fund Working Group testified in opposition to HF1706.

Susan Damon of the Department of Natural Resources provided information regarding the PILT program.

Joe Duggan of Pheasants Forever testified in opposition to HF1706.

Chair Urdahl laid HF1706, as amended, over for possible inclusion in the Legacy omnibus bill.

The meeting was recessed at 3:01 P.M.

Chair Urdahl reconvened the meeting at 4:39 P.M.

Representative Heintzeman assumed the gavel at 4:40 P.M.

HF1049 Drazkowski, Soil and water conservation district block grant funding provided, and money appropriated.

Representative Drazkowski testified in favor of HF1049.

Sheila Vanney of the Minnesota Association of Soil and Water Conservation Districts testified in opposition to HF1049.

Representative Urdahl assumed the gavel at 4:59 P.M.

Chair Urdahl laid HF1049 over for possible inclusion in the Legacy omnibus bill.

HF1866 Petersburg, Motor vehicle lease sales tax revenue deposits clarified.

Chair Urdahl moved the H1866A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Petersburg, and Paul Cummings of the Department of Revenue, testified in support of HF1866.

Chair Urdahl moved to rereferred HF1866 to the Tax Committee. THE MOTION PREVAILED.

HF698 Pierson, Parks and trails fund usage to acquire property by eminent domain prohibited.

Representative Pierson, Larry Peterson and Joni Sargent testified in favor of HF698.

Keith Carlson of the Minnesota Inter-County Association answered a question from Chair Urdahl regarding whether Legacy funds were used for a particular project in Dakota County where eminent domain was utilized. Mr. Carlson stated that Legacy funds were not used in completing this project.

Kathy Baruth testified in favor of HF698.

Susan Damon of the Department of Natural Resources answered an inquiry from Chair Urdahl regarding whether any Legacy funds, appropriated through the Department of Natural Resources to specific projects, had ever been used in projects utilizing eminent domain. Ms. Damon states she was unaware of any circumstance when Legacy funds had been used in that way.

Debra Kaldenberg testified in favor of HF698.

Claire Robling testified on behalf of Scoot County and Carver County in opposition to HF698.

Tom Workman of the Minneapolis Park and Recreation Board testified in opposition of HF698.

Elizabeth Wefel of Greater Minnesota Parks and Trails Organization testified in opposition to HF698.

Craig Johnson from the League of Minnesota Cities testified in opposition to HF698.

Keith Carlson of the Minnesota Inter-County Association spoke in opposition to HF698.

Joe Bagnoli representing the Minnesota Parks and Trails Council testified in opposition to HF698.

Chair Urdahl laid HF698 over for possible inclusion in the Legacy omnibus bill.

HF791 Lueck, Cuyuna Mountain bike system funding provided, and money appropriated.

Representative Lueck and Aaron Hautala testified in favor of HF791.

Judy Erickson representing the Cuyuna Mountain Bike Crew testified in favor for HF791.

Laura Preus of the Department of Natural Resources testified in opposition to HF791.

Chair Urdahl laid HF791 over for possible inclusion in the Legacy omnibus bill.

The meeting adjourned at 6:37 P.M.
