MINUTES

Representative Peppin, Chair of the Rules and Legislative Administration Committee, called the meeting to order at 9:20 A.M. on April 26, 2016, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Peppin called the meeting to order at 9:20 A.M. A quorum was present.

Representative Fenton moved to approve the minutes of April 25, 2016. THE MOTION PREVAILED.

Representative Peppin moved the Calendar for the Day, April 28, 2016. THE MOTION PREVAILED.

Representative Peppin moved that Joint Rule 2.03 be waived for House File 3255 and that it be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Peppin moved that Joint Rule 2.03 be waived for House File 3584 and that it be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Peppin moved that Joint Rule 2.03 be waived for House File 3585 and that it be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED.

Representative Peppin moved that Joint Rule 2.03 be waived for House File 3925 and that it be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Peppin moved that Joint Rule 2.03 be waived for House File 3944 and that it be re-referred to the General Register. THE MOTION PREVAILED.

Representative Peppin moved that Joint Rule 2.03 be waived for House File 3959 and that it be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.

The meeting was adjourned at 9:29 A.M.

Calendar for the Day: April 28, 2016

Waiver of Joint Rule 2.03 regarding deadlines: HF 3255 (Knoblach) Labor agreements ratified, and compensation plan approved.

Waiver of Joint Rule 2.03 regarding deadlines: HF 3584 (Cornish) Labor agreements ratified.

Waiver of Joint Rule 2.03 regarding deadlines: HF 3585 (Drazkowski) Labor agreements and compensation plans ratified, authority of exclusive representatives to charge fair share fees and for dues deductions repealed, affirmative approval before interim implementation of state employee collective bargaining agreements required, and legislative approval of political subdivision compensation waivers required.

Waiver of Joint Rule 2.03 regarding deadlines: HF 3925 (Hackbarth) Iron Range resources and rehabilitation commissioner duties modified, Legislative-Citizen Commission created, legislative oversight provided, appropriations and distribution modified, conforming changes made, study required, and money appropriated.

Waiver of Joint Rule 2.03 regarding deadlines: HF 3944 (Sanders) Indoor radon licensure and work standards rulemaking required, and local governments allowed to require inspections or permits.

Waiver of Joint Rule 2.03 regarding deadlines: HF 3959 (Smith) REAL ID Act implementation authorized and governed, driver's license and Minnesota identification card requirements amended, fees amended, legislative reporting required, rulemaking required, and money appropriated.
