MINUTES

Representative Anderson, Chair of the State Government Finance Committee, began the meeting at 8:14 A.M. on April 7, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Anderson began the meeting at 8:14 A.M. A quorum was NOT present.

Representative Greg Davids testified on HF1269.

HF1269 (Davids) - Local government units provided reimbursement grants for public safety personnel on authorized leave.

Chair Anderson called the meeting to order at 8:18 A.M. A quorum was present.

Representative Petersburg moved that the minutes from the committee meeting on March 26, 2015 be approved. THE MOTION PREVAILED.

Chair Anderson moved that HF1269 come before the committee and be laid over for possible inclusion in the State Government Finance omnibus bill.

On a vote of 13 AYES and 0 NAYS THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Anderson renewed the motion that HF1269 be laid over for possible inclusion in the State Government Finance omnibus bill, as amended. THE MOTION PREVAILED.

Representative Nash moved that HF437 come before the committee and be laid over for possible inclusion in the State Government Finance omnibus bill.

HF437 (Scott) – Legislative surrogacy commission established, appointments provided, and report required.

Chair Anderson moved Representative Scott’s oral amendment to HF437, second engrossment, as follows:

Page 2, line 11- delete everything after “practices” and insert “, regulations, and relationships of the various businesses involved in surrogacy arrangements;”. Page 2, delete line 12. Page 2, line 23, before “information” insert “appropriate”. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Nash renewed the motion that HF437 be laid over for possible inclusion in the State Government Finance omnibus bill, as amended. THE MOTION PREVAILED.

Representative Pugh moved that HF1694 come before the committee and be laid over for possible inclusion in the State Government Finance omnibus bill.

HF1694 (Barrett) - Legislative auditor required to evaluate economic development incentive programs, management and budget commissioner reports required, and money appropriated.

Representative Pugh renewed the motion that HF1694 be laid over for possible inclusion in the State Government Finance omnibus bill. THE MOTION PREVAILED.

Representative Loonan moved that HF1793 come before the committee and be laid over for possible inclusion in the State Government Finance omnibus bill.

HF1793 (Loonan) - Horse racing definitions modified and provided, Minnesota Racing Commission powers and duties clarified, licensure requirements and other regulatory provisions provided and modified, and industry-related revenue provided.

Representative Loonan renewed the motion that HF1793 be laid over for possible inclusion in the State Government Finance omnibus bill. THE MOTION PREVAILED.

Representative Nash moved that HF1805 come before the committee and be laid over for possible inclusion in the State Government Finance omnibus bill.

HF1805 (Nash) - Administrative hearings paid for from appropriations to the Office of Administrative Hearings, and Campaign Finance and Public Disclosure Board money canceled and appropriated.

Representative Nash renewed the motion that HF1805 be laid over for possible inclusion in the State Government Finance omnibus bill. THE MOTION PREVAILED.
