MINUTES

Representative Bob Dettmer, Chair of the Veterans Affairs Division, called the meeting to order at 12:51 PM on March 21, 2016 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative John Lesch moved to approve the minutes of March 14, 2016. THE MOTION PREVAILED.

Chair Representative Bob Dettmer moved to recommend that HF 2946 be re-referred to the Committee on Mining & Outdoor Recreation.

HF 2946 Kiel; Game and fish resident licenses for nonresident National Guard members provided.

Chair Representative Bob Dettmer renewed his motion to recommend HF 2946 be re-referred to the Committee on Mining & Outdoor Recreation. THE MOTION PREVAILED.

Representative Mark Uglem moved the following oral amendment: On P.1, L.1.9 where it says “to a” insert “active member”. THE AMENDMENT WAS ADOPTED.

Chair Representative Bob Dettmer moved to recommend that HF 2961 be re-referred to the Committee on Mining & Outdoor Recreation.

HF 2961 Uglem; State park passes issued without a fee to military members and disabled veterans conditions modified.

Bob Meyers, DNR Government Relations Director, testified in favor of HF 2961.

Bob Hammond, veteran, testified in opposition of HF 2961

Tom Diamond, Legislative Director for the DFL Veterans Caucus, testified in favor of HF 2961.

Chair Representative Bob Dettmer moved to renew his motion to recommend HF 2961 to be re-referred, as amended, to the Committee on Mining & Outdoor Recreation. THE MOTION PREVAILED.

Chair Representative Bob Dettmer moved to recommend HF 3101 to be re-referred to the General Register.

HF 3101 Lueck; Obsolete language related to the repealed veteran’s affairs commissioner guardianship program removed.

Chair Representative Bob Dettmer moved to recommend HF 3118 to be re-referred to the Committee on Taxes.

HF 3118; Disabled veteran homestead market value exclusion application filing deadline extended.

Chair Representative Bob Dettmer moved the H3118DE1 amendment. THE AMENDMENT WAS ADOPTED.

Chair Representative Bob Dettmer renewed his motion to recommend HF 3118 to be re-referred, as amended, to the Committee on Taxes. THE MOTION PREVAILED.

Representative Dave Hancock assumed the gavel at 1:22 PM.

Chair Representative Bob Dettmer moved to recommend HF 3167 to be re-referred to the Committee on Education Innovation Policy.

HF 3167 Dettmer; Congressional Medal of Honor focus in character development education encouraged.

Liz Dapp, Medal of Honor Convention Chairwoman, testified in favor of HF 3167.

Tiffany Kovaleski, Medal of Honor Conventioin Chief of Staff, testified in favor of HF 3167.

Chair Representative Bob Dettmer renewed his motion to recommend HF 3167 to be re-referred to the Committee on Education Innovation Policy. THE MOTION PREVAILED.

Chair Representative Bob Dettmer moved to recommend that HF2342 to be re-referred to the Committee on State Government Finance.

HF 2342 Dettmer; Capitol Grounds memorial commemorating Minnesotans awarded the Medal of Honor provided.

John Kramer, Veterans Memorial Committee Treasurer, testified in favor of HF 2342.

Paul Mandell, Executive Secretary of the Capitol Area Architectural and Planning Board, testified in favor of HF 2342.

Larry Shellito, Commissioner of the Minnesota Department of Veterans Affairs, testified in favor of HF 2342.

Chair Representative Bob Dettmer renewed his motion to recommend HF 2342 to be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED.

The Veterans Affairs Division adjourned at 2:03 PM.
