MINUTES

Representative Bob Dettmer, Chair of the Veterans Affairs Division, called the meeting to order at 12:49 PM on April 4th, 2016 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Dale Lueck moved to approve the minutes of April 4th, 2016. THE MOTION PREVAILED.

Representative Jerry Newton moved to recommend HF 2624 to be re-referred to the Committee on Public Safety & Crime Prevention.

HF 2624 Newton; Military personnel on active duty outside Minnesota retaking of failed road test before termination of practice period allowed.

Chair Representative Bob Dettmer renewed the motion to recommend HF 2624 to be re-referred to the Committee on Public Safety & Crime Prevention. THE MOTION PREVAILED.

Recognition of WWII Veterans Francis Laqua and Elvin Ewert.

Chair Representative Bob Dettmer moved to reconsider the motion to recommend HF 2624 to be re-referred to the Committee on Public Safety & Crime Prevention. THE MOTION PREVAILED.

Chair Representative Bob Dettmer would like to amend the motion for HF 2624 to be re-referred to the Committee on Transportation Policy & Finance. THE MOTION PREVAILED.

HF 2868 Pugh; Veterans; emergency dental care grants authorized from state soldiers' assistance fund, subtraction for dentists who provide charity care to veterans allowed, and money appropriated.

Representative Cindy Pugh moved the H2868A1 amendment.

Representative Cindy Pugh moved the following oral amendment: On P. 1 L. 1 .8 change the word “credit” and insert “subtraction”. THE AMENDMENT WAS ADOPTED.


Representative Cindy Pugh moved the following oral amendment: On P. 1 L. 1 .12 delete the word “annually” and insert “on an ongoing basis”. THE AMENDMENT WAS ADOPTED.


Chair Representative Bob Dettmer moved the H2868A1 amendment, as amended. THE AMENDMENT WAS ADOPTED.

Representative Dave Hancock assumed the gavel at 1:37 PM.

Chair Representative Bob Dettmer moved to recommend HF 3109 to be referred to the Committee on Government Operations & Election Policy.

Chair Representative Bob Dettmer moved the H3109A1 amendment. THE AMENDMENT WAS ADOPTED.

HF 3109 Dettmer; Small business procurement program provisions changed.

Jerry Kyser, United Veterans Legislative Council of Minnesota, testified in favor of HF 3109.
Alice Roberts-Davie, Minnesota Department of Administration Assistant Commissioner, testified in favor of HF 3109. Matt Scherer, Legislative Director at Minnesota Department of Administration, testified in favor of HF 3109.

Chair Representative Bob Dettmer renewed the motion to recommend; HF 3109 to be referred to the Committee on Government Operations & Election Policy. THE MOTION PREVAILED.

The Veterans Affairs Division adjourned at 1:51 PM.
