TRANSPORTATION POLICY AND FINANCE COMMITTEE
MINUTES

Representative Tim Kelly, Chair of the Transportation Policy and Finance Committee, called the fifteenth meeting to order at 12:54 p.m. on March 4, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Kelly called the meeting to order at 12:54 p.m. A quorum was present.

Representative Howe moved to approve the minutes of March 2, 2015. THE MOTION PREVAILED.

Mark Gieseke, Director of Transportation Systems Management for the Minnesota Department of Transportation, gave an overview of the department’s selection process.

Chris Roy, Director of the Office of Technical Support for the Minnesota Department of transportation, gave an overview of the Design-Build Program.

Vice Chair, Representative Petersburg assumed the gavel at 1:45 p.m.

Chair, Representative Kelly assumed the gavel at 1:53 p.m.

The meeting was adjourned at 2:32 p.m.

Committee time today will be used for presentation by Minnesota Dept of Transportation (MNDOT) detailing how projects are selected and criteria used to determine. Discussion also about use of design build/ best value/ and lowest responsible bidder for projects. Also discussion on public private partnerships.
