MINUTES

Representative Paul Anderson, Chair of the Agriculture Policy Committee, called the meeting of the Agriculture Policy Committee to order at 10:35 AM on March 9th, 2017, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Anderson called the meeting to order at 10:35 AM. A quorum was present.

Representative Lueck moved that the minutes of March 7, 2017 be approved. THE MOTION PREVAILED.

HF1994 (Torkelson) Public waters and drainage ditch requirements modified, and rulemaking for soil loss ordinances clarified.

Representative Anderson moved that HF1994 be re-referred to the committee on Environment and Natural Resources Policy and Finance.

Representative Anderson moved to adopt the H1994A1 amendment.

Representative Anderson renewed his motion that the H1994A1 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Anderson renewed his motion that HF1994 as amended be re-referred to the Committee on Environment and Natural Resources Policy and Finance. THE MOTION PREVAILED.

HF1720 (Backer) Agricultural Containment facility exemption modified.

Representative Backer moved that HF1720 be re-referred to the committee on Property Tax and Local Government Finance Division.

Representative Backer moved to adopt the A17-0187 amendment.

Representative Backer renewed his motion to adopt the A17-0187 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Backer renewed his motion that HF1720 as amended be re-referred to the committee on Property Tax and Local Government Finance Division. THE MOTION PREVAILED.

The committee recessed at 12:02 p.m.

The committee resumed at 4:03 p.m.

Vice Chair Backer assumed the gavel at 4:03 p.m.

HF1717 (Anderson, P.) Agriculture provisions policy and technical changes made, dairy law reorganized, and conforming changes made.

Representative Anderson moved that HF1717 as amended be re-referred to the general register.

Representative Anderson moved to adopt the H1717A6 amendment.

Representative Anderson renewed his motion that H1717A6 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Anderson moved to adopt the H1717A4.

Representative Anderson renewed his motion to adopt the H1717A4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Mahoney moved to adopt the H1717A1 amendment.

Representative Mahoney renewed his motion that the H1717A1 be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Johnson moved to adopt the H1717A3 amendment.

Representative Johnson incorporated a modification to the H1717A3 amendment as follows: delete all 1.9 after the close parentheses and insert a period, delete 1.10.

Testifying on the H1717A3 amendment as amended:

Representative Johnson renewed his motion to adopt the H1717A3 amendment as modified and instructed non-partisan staff to make any appropriate technical corrections as necessary.

Representative Johnson requested a roll call vote on the H1717A3 amendment as modified. The results were as follows:

Representative Bly moved to adopt the H1717A2 amendment.

Representative Bly renewed his motion to adopt the H1717A2 amendment.

Representative Bly requested a roll call vote on the H1717A2 amendment. The results were as follows:
