MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting and unofficially called the meeting to order at 8:15 AM on March 1, 2018, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson officially called the meeting to order at 8:16 AM. A quorum was present.

Representative Bennett moved approval of the minutes from the February 27, 2018 meeting. THE MOTION PREVAILED.

Representative Runbeck presented HF 3013 and amendment A18-0568.

Representative Erickson moved HF 3013.

Representative Erickson moved amendment A18-0568. THE AMENDMENT WAS ADOPTED.

Rachel Berger, President and Founder of Decoding Dyslexia MN, testified in favor of HF 3013 as amended.

Rachel Depa, Delano School Board member and board member of Decoding Dyslexia MN, testified in favor of HF 3013 as amended.

Michele Kwikstad, Educator, testified in favor of HF 3013 as amended.

Kelly Fisher, Educator with Minnetonka School District, testified in favor of HF 3013 as amended.

Kevin Donavan, former president of the Minnesota School Boards Association (MSBA), testified in favor of HF 3013 as amended.

Daron Korte, Assistant Commissioner of the Minnesota Department of Education (MDE), testified on HF 3013 as amended.

Dr. Amy Schulting, Dyslexia Specialist at MDE, testified on HF 3013 as amended.

Representative Erickson renewed the motion to re-refer HF 3013 as amended to the Government Operations and Elections Policy Committee. THE MOTION PREVAILED.


Representative Christensen presented HF 2846 and amendment H2846A3, and moved to refer HF 2846 as amended to the Government Operations and Elections Policy Committee.

Representative Erickson noted technical corrections for the record and moved to orally amend the HF2846A3 amendment, on line 1.5 replace “for” with “with” and after line 1.7 insert “(15) the Minnesota Association of School Administrators" and “(16) the Minnesota Association of School Business Officials.”

Representative Erickson moved the oral amendment with technical corrections be incorporated into the H2846A3 amendment. THE AMENDMENT WAS ADOPTED.

Denise Dittrich, Associate Director of Government Relations for MSBA, testified in favor of HF 2846 as amended.

Scott Croonquist, Executive Director of the Association of Metropolitan School Districts, testified in favor of HF 2846 as amended.

Gary Amoroso, Executive Director of Minnesota Association of School Administrators (MASA), testified in favor of HF 2846 as amended.

Valerie Dosland, representing the Minnesota Association of School Business Officials (MASBO), testified in favor of HF 2846 as amended.

Jodee Buhr, Lobbyist for Education Minnesota, testified in favor of HF 2846 as amended.

Sue Abderholden, Executive Director of National Alliance on Mental Illness (NAMI), testified in favor of HF 2846 as amended.

Rick Heller testified on HF 2846 as amended.

Mary Dougherty Gilbert, Lobbyist for Saint Paul Public Schools, testified on HF 2846 as amended.

Representative Christensen renewed his motion to re-refer HF 2846 as amended to the Government Operations and Elections Policy Committee. THE MOTION PREVAILED.

Adosh Unni, Director of Government Relations for MDE, Kate Lynne Snyder, Deputy Director of Government Relations for MDE, and Daron Korte, Assistant Commissioner of MDE presented the MDE Summary of 2018 Legislative Reports.

The meeting adjourned at 10:02 AM.
