MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting and unofficially called the meeting to order at 8:16 AM on March 6, 2018, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson officially called the meeting to order at 8:18 AM. A quorum was present.

Representative Loon presented HF 2795.

Representative Erickson moved to re-refer HF 2795 to the Committee on Transportation & Regional Governance Policy.

Representative Erickson moved amendment H2795A2. THE AMENDMENT WAS ADOPTED.

Roger Aronson, Legal and Legislative Counsel for Minnesota Elementary School Principals’ Association (MESPA), testified on HF 2795 as amended.

Representative Fenton presented HF 2777.

Caroline Palmer, Public and Legal Affairs Manager for Minnesota Coalition Against Sexual Assault (MNCASA), testified in favor of HF 2795 as amended and HF 2777.

Scott Croonquist, Executive Director of the Association of Metropolitan School Districts (AMSD), testified on HF 2795 as amended and HF 2777.

Gary Amoroso, Executive Director of the Minnesota Association of School Administrators (MASA), testified on HF 2795 as amended and HF 2777.

Meg Luger-Nikolai, Attorney at Education Minnesota, testified against HF 2795 as amended and HF 2777.

Representative Erickson renewed her motion to re-refer HF 2795 as amended to the Committee on Transportation & Regional Governance Policy. THE MOTION PREVAILED.

Representative Kunesh-Podein moved approval of the minutes from the March 1, 2018 meeting. THE MOTION PREVAILED.

Representative Erickson laid over HF 2777.

Representative Davnie presented HF 2794.

Representative Ward moved HF 2794.

Representative Erickson laid over HF 2794.

Representative Christensen presented HF 3203.

Representative Christensen moved to re-refer HF 3203 to the Committee on Public Safety & Security Policy & Finance.

James Backstrom, Dakota County Attorney, testified in favor of HF 3203.

Representative Erickson renewed the motion to re-refer HF 3203 to the Committee on Public Safety & Security Policy & Finance. THE MOTION PREVAILED.

Representative Gruenhagen presented HF 3035.

Representative Erickson moved HF 3035 and amendment H3035A1. THE AMENDMENT WAS ADOPTED.

James Backstrom, Dakota County Attorney, testified in favor of HF 3035 as amended.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education, testified on the bills heard in the meeting.

Representative Erickson laid over HF 3035 as amended.

The meeting adjourned at 9:47 AM.
