MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on February 14th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair O’Driscoll called the meeting to order at 10:15AM. A quorum was present.

Representative Bliss moved to approve the minutes of February 8th, 2017. THE MOTION PREVAILED.

HF778 (Anderson) Minnesota Sports Facilities Authority board appointments modified, duties modified, and use of stadium suites restricted.

Chair O’Driscoll moved HF778 come before the committee and be re-referred to the State Government Finance Committee.

Representative Anderson, S. testified on HF778.

Representative Nelson moved the HF778DE3 amendment.

Representative Nelson requested a roll call vote on the HF778DE3 amendment. The results were as follows:

Chair O’Driscoll renewed the motion that HF778 be re-referred to the State Government Finance Committee.

Representative Nash requested a roll call on the motion to re-refer HF778 to the State Government Finance Committee. The results were as follows:

Representative Jessup moved that HF997 come before the committee and be re-referred to the General Register.

Representative Jessup moved the HF997A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Jessup moved the HF997, as amended, be re-referred General Register. THE MOTION PREVAILED.

HF1038 (Mahoney) Legislative Renewable Energy Council established to make funding recommendations to the legislature.

Representative Quam moved HF1038 to come before the committee.

Representative Mahoney testified on HF1038.

Representative Nelson moved the HF1038DE2 amendment.

Representative Nelson moved the HF1038A7 amendment to the HF1038DE2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Nelson moved the HF1038A8 amendment to the HF1038DE2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Lu Taylor testified regarding the HF1038A8 amendment.

Representative Nelson moved to adopt the HF1038DE2 amendment, as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Quam moved that HF1038, as amended, be re-referred to the Job Growth and Energy Affordability Committee. THE MOTION PREVAILED.

The meeting was adjourned at 11:34AM.
