MINUTES

Representative O’Driscoll, Chair of the Government Operations and Elections Policy, began the meeting at 10:15AM on March 21th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair O’Driscoll called the meeting to order at 10:15AM. A quorum was present.

Representative Swedzinski moved to approve the minutes of March 15th. THE MOTION PREVAILED.

HF2447 (John Petersburg) Appeal process for denial or revocation of driveway permit provided.

Chair O’Driscoll moved that HF2447 come before the committee and be re-referred to the Transportation Finance Committee.

Representative Petersburg testified regarding HF2447.

Chair O’Driscoll renewed the motion that HF2447 be re-referred to Transportation Finance Committee. THE MOTION PREVAILED.

HF2426 (Abigail Whelan) Legislative Property Tax Reform Task Force established, and report required.

Chair O’Driscoll moved that HF2426 come before the committee and be re-referred to the Taxes Committee.

Representative Whelan testified regarding HF2426.

Chair O’Driscoll moved the HF2426DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair O’Driscoll renewed the motion that HF2426, as amended, be re-referred to Taxes Committee. THE MOTION PREVAILED.

HF1433 (Ron Kresha) Rulemaking regulated; environmental assessment worksheets and impact statements review and repeal provided; implementation and enforcement of policies, guidelines, and statements restricted; rule oversight increased, notice requirements modified, impact analysis required, and SONAR requirements modified.

Chair O’Driscoll moved that HF1433 come before the committee and be re-referred to the State Government Finance Committee.

Representative Kresha testified regarding HF1433.

The following testified regarding HF1433:
Leili Fatehi, Friends of the Mississippi River.

Representative Nelson moved the HF1433DE3 amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Nelson moved the HF1433DE2 amendment. Representative Nelson made the following incorporation to the HF1433DE2 amendment:
Delete line 1.2, on line 1.3, delete “Section 1” and insert “Section 34”. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair O’Driscoll renewed the motion that HF1433, as amended, be re-referred to the State Government Finance. Representative Nelson requested a roll call vote. The results were as follows:

Chair O’Driscoll moved that HF2419 come before the committee and be re-referred to the State Government Finance Committee.

Chair O’Driscoll testified regarding HF2419.

Chair O’Driscoll moved the HF2419DE1 amendment.

Representative Nelson moved the HF2419A1 amendment. Representative Nelson requested a roll call. The results were as follows:

Chair O’Driscoll renewed the motion to adopt the HF2419DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair O’Driscoll moved that HF464 come before the committee and be re-referred to the Health and Human Service Finance Committee.

Representative Zerwas testified regarding HF464.

Chair O’Driscoll renewed the motion that HF464 be re-referred to Health and Human Services Finance Committee. THE MOTION PREVAILED.
