MINUTES
Representative Tim O’Driscoll, Chair of the Government Operation and Election Policy Committee called the meeting to order at 8:17AM on April 25, 2018, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Nelson moved to approve the minutes from the April 12, 2018 meeting. THE MOTION PREVAILED.

HF4256 (Urdahl) Capitol Preservation Commission approval required for the display of works of art in certain areas of the Capitol, and Capitol Arty Advisory Committee established.

Representative O’Driscoll moved HF4256 in before the committee to be rereferred to the Legacy Funding Finance Committee.

Representative Urdahl presented HF4256

Representative O’Driscoll moved to incorporate the H4256A1 amendment.

Representative O’Driscoll moved the H4256DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Urdahl presented HF4256 as amended.

Representative O’Driscoll renewed his motion to rerefer HF4256 as amended to the Legacy Funding Finance Committee. THE MOTION PREVAILED.

HF4244 (Gunther) Loan cap to local units of government from a rural electric cooperative or the USDA modified, and technical change made.

Representative O’Driscoll moved HF4244 before the committee to be rereferred to the job Growth and Energy Affordability Policy and Finance Committee.

Representative Gunther presented HF4244.

Representative O’Driscoll renewed his motion to rerefer HF4244 to the Jobs Growth and Energy Affordability Policy and Finance Committee. THE MOTION PREVAILED.

HF3445 (Kresha) Rulemaking modified.

Representative O’Driscoll moved HF3445 before the committee to be rereferred to the State Government Finance Committee.

Representative O’Driscoll moved the H3445DE3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Kresha presented HF3445 as amended.

Greta Gauthier, Minnesota Pollution Control Agency testified in opposition of HF3445.

Lisa Frenett, Minnesota Pollution Control Agency testified Agency testified in favor of HF3445.

Edwin Hudson, Minnesota Management and Budget testified in opposition of HF3445.

John Helmers, Minnesota Solid Waste Administrators Association testified in opposition of HF3445.

Dave McNary, Partnership on Waste and Energy testified in opposition of HF3445.

Ann Cohen, Minnesota Center for Environment Advocacy testified in opposition of HF3445.

Representative O’Driscoll renewed his motion to rerefer HF3445 as amended to the State Governments Finance Committee.

Representative Halverson called a division. The results were as follows:

There being 8 AYES and 6 NAYS. THE MOTION PREVAILED.

HF3246 (Moran) Task force on childhood trauma-informed policy and practices established, and report required.

Representative O’Driscoll moved HF3246 before the committee to be rereferred to the Health and Human Services Finance Committee.

Representative Moran presented HF3246.

Rinal Ray, People Serving People testified in favor of HF3246.

Representative O’Driscoll renewed his motion rerefer HF3246 the Health and Human Services Finance Committee. THE MOTION PREVAILED.
