MINUTES

Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:15 a.m. on Tuesday, March 6, 2018, in Room 200 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Moran moved to approve the minutes from March 6, 2018. THE MOTION PREVAILED.

HF2996 (Kresha) Child Welfare Training System modification required, report required, rulemaking authorized, and money appropriated.

Representative Kresha moved HF2996 be recommended to be referred to the Committee on Government Operations and Elections.

Representative Kresha testified regarding HF2996.

Traci Laliberte, Exec Director of the Center for Advanced Studies in Child Welfare at the University of Minnesota, Twin Cities, testified regarding HF2996.

Eric Jayne, Ramsey County Child Protection, testified regarding HF2996.

Rich Gehrman, Executive Director of Safe Passage for Children of Minnesota, testified regarding HF2996.

Representative Kresha renewed their motion that HF2996 be recommended to be referred to the Committee on Government Operations and Elections. THE MOTION PREVAILED.

HF2920 (Kiel) Ramsey County; nursing facility construction project rate modified.

Representative Kiel moved HF2920 be recommended to be referred to the Committee on Health & Human Services Finance.

Representative Kiel testified regarding HF2920.

Marvin Plakut, CEO of Episcopal Church Homes of Minnesota, testified regarding HF2920.

Valerie Cook, Department of Human Services, testified regarding HF2920.

Representative Kiel renewed their motion that HF2920 be recommended to be referred to the Committee on Health & Human Services Finance. THE MOTION PREVAILED.

HF3172 (Zerwas) Notice to home care provider of person's status as registered predatory offender required.

Representative Schomacker moved HF3172 be recommended to be referred to the Committee on Public Safety & Security Policy and Finance.

Representative Schomacker moved the A1 amendment.

Representative Zerwas testified regarding the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Zerwas testified regarding HF3172.

Kevin Goodno, MN HomeCare Association, testified regarding HF3172.

Representative Schomacker renewed their motion that HF3172 be recommended to be referred to the Committee on Public Safety & Security Policy and Finance. THE MOTION PREVAILED.

HF3312 (Zerwas) Minnesota Health Records Act provisions modified

Representative Schomacker moved HF3312 be recommended to be referred to the Committee on Civil Law & Data Practices Policy.

Representative Schomacker renewed their motion that HF3312 be recommended to be referred to the Committee on Civil Law & Data Practices Policy. THE MOTION PREVAILED.
