Representative Bob Dettmer, Chair of the Veterans Affairs Division, called the meeting to order at 5:47 PM on March 22, 2018, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Poston moved to approve the minutes of the March 19, 2018 meeting. THE MOTION PREVAILED.

HF4057 (Sandstede) Disabled veterans homestead exclusion application due date modified, and refunds for taxes paid in 2017 or 2018 by qualifying veterans provided.

Chair Dettmer moved HF4057 be re-referred to the Committee on Taxes.

Chair Dettmer moved the 4057A-3 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Sandstede presented HF4057, as amended.

Christopher Kleman, House Research, Minnesota House of Representatives, addressed questions on HF4057, as amended.

Chair Dettmer renewed his motion that HF4057, as amended, be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF3912 (Davnie) Minneapolis; veterans home expansion funding provided, nonstate contributions allowed, bonds issued, and money appropriated.

Chair Dettmer moved HF3912 be re-referred to the Committee on Capital Investment without further recommendation.

Representative Davnie presented HF3912.

Tom Diamond testified in favor of HF3912.
Joseph Cuerra, Vietnam Veteran, testified in favor of HF3912.
Chair Dettmer renewed his motion that HF3912 be re-referred to the Committee on Capital Investment without further recommendation. THE MOTION PREVAILED.

Ranking Minority Leader Rosenthal assumed that gavel at 6:06 PM.

HF4100 (Dettmer) Abandoned cemetery mandatory transfer provided, and report to the state auditor on abandoned cemeteries required.

Representative Dettmer moved HF4100 be returned to the Committee on State Government Finance.

Representative Dettmer moved the HF4100DE-1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Dettmer presented HF4100, as amended.

David Kelliher, Legislative Director, Minnesota Historical Society, testified in favor of HF4100, as amended.

Representative Dettmer renewed his motion that HF4100, as amended, be returned to the Committee on State Government Finance. THE MOTION PREVAILED.

HF3672 (Johnson) Credit for past military service modified.
Chair Dettmer re-assumed the gavel at 6:17 PM.

Representative Rosenthal moved HF3672 be re-referred to the Committee on Taxes.
