MINUTES

Representative McDonald, Vice Chair of the Taxes Committee, started the meeting at 10:15 AM, on Wednesday, April 18th, 2018, in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

HF3688 (O'Driscoll) Energy improvements program modified, consumer protections for residential property assessed clean energy loans provided, and remedies provided.

Representative McDonald officially called the meeting to order at 10:25 AM.

Representative Erickson moved HF3688 be re-referred to the General Register.

Representative Erickson moved the HF3688A4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Erickson moved the HF3688A18 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Erickson renewed her motion that HF3688, as amended, be re-referred to the General Register.

Representative Davids assumed the gavel at 10:34 AM.


Representative Schultz moved the minutes of Tuesday, April 17th, 2018 be approved. THE MOTION PREVAILED.

HF4367 (Barr) Inver Grove Heights; fire station construction exemption provided.

Representative Davids moved HF4367 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids renewed his motion that HF4367 be laid over for possible inclusion in the omnibus tax bill.

HF1495 (Miller) Combined heat and power system and expander generator credit provided.

Representative Davids moved HF1495 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved the HF1495DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Davids renewed his motion that HF1495, as amended, be laid over for possible inclusion in the omnibus tax bill.

HF4415 (Hertaus) Stillbirth Tax Credit technical Change.

Representative Hertaus moved HF4415 be laid over for possible inclusion in the omnibus tax bill.

Representative Hertaus moved the HF4415A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hertaus moved to orally amend the HF4415A2 amendment as follows: page 2, line 2 delete “birth” insert “stillbirth”. THE AMENDMENT WAS ADOPTED.

Representative Hertaus renewed his motion that HF4415, as amended, be laid over for possible inclusion in the omnibus tax bill.

HF4370 (Davids) Revenue commissioner required to reduce rates to reflect an increased tax base under certain conditions.

Representative Davids moved HF4370 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved the HF4370A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Davids renewed his motion that HF4370, as amended, be laid over for possible inclusion in the omnibus tax bill.


HF3711 (Davids) Duluth; regional exchange district for development purposes authorized, and extension of taxes authorized.

Representative Davids moved HF3711 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved the HF3711A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

John Strange, St. Luke’s Hospital.

Representative Schultz moved to orally amend the HF3711A2 amendment as follows: page 1, line 14 delete “three” insert “two”. THE AMENDMENT WAS ADOPTED.

Chair Davids moved to reconsider the HF3711A2 oral amendment. THE MOTION PREVAILED.

Representative Schultz moved the HF3711A2 oral amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Davids tabled discussion on HF3711 for a future committee meeting.

The meeting was adjourned at 11:52 AM.
