MINUTES

Representative Drazkowski, Chair of the Property Tax and Local Government Finance Committee, officially called the meeting to order at 10:02 AM on March 13th, 2017, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Loeffler moved the minutes of March 8th, 2017 be approved. THE MINUTES WERE APPROVED.

HF663 (Hamilton) Aid penalty forgiveness for cities provided, and money appropriated.

Representative Franke moved that HF663 be laid over.

Testifying on HF663 was Jessica Mitchel, City of Dundee and Heather Corcoran, League of Minnesota Cities.

Representative Franke renewed his motion that HF663 be laid over.

HF849 (Gunther) Transition between city need formulas modified.

Representative Loonan moved that HF849 be laid over.

Testifying on HF849 was Marty Seifert, Coalition of Greater Minnesota Cities.

Representative Loonan renewed his motion that HF849 be laid over.

HF672 (Paul Anderson) City aid appropriation increased.

Representative Anderson moved that HF672 be laid over.

Testifying on HF672 was Mayor Randy Wilson, Glencoe, Gary Carlson, League of Minnesota Cities and Chief Todd Axtell, St. Paul Police.

Representative Anderson renewed his motion that HF672 be laid over.

HF718 (Fabian) Oslo; penalty forgiveness provided, and money appropriated.

Representative Erickson moved that HF718 be laid over.

Representative Erickson renewed her motion that HF718 be laid over.

HF725 (Mary Murphy) Base year formula aid provided to a newly incorporated city.

Representative Carlson moved that HF725 be laid over.

Testifying on HF725 was John Goman, Rice Lake City Council and Suzanne Herstad, Rice Lake City Council.

Representative Carlson renewed his motion that HF725 be laid over.

HF773 (Mary Murphy) 2017 city aid payment formula amended and adjustments provided.

Representative Lien moved that HF773 be laid over.

Representative Lien moved the H0773A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Lien renewed his motion that HF773, as amended, be laid over.

HF760 (Metsa) Local government aid related definitions modified, and city revenue need and certified aid adjustments adjusted.

Representative Nelson moved that HF760 be laid over.

Representative Nelson moved the H0760A2 amendment. THE AMENDMENT WAS ADOPTED.

HF1512 (Greg Davids) City revenue need measure and final city aid calculation amended.

HF838 (Hansen) West St. Paul; temporary payment increase provided.

Representative Youakim moved that HF838 be laid over.

Representative Youakim renewed her motion that HF838 be laid over.

HF609 (Backer) County program aid modified, and money appropriated.

Representative Loonan moved that HF609 be laid over.

Testifying on HF609 was Rebecca Young, Stevens County, and Todd Patzer, Lac qui Parle County.

Representative Loonan moved the H0609A1 amendment. THE AMENDMENT WAS ADOPTED.

HF1968 (Ecklund) Previously distributed taconite tax proceeds classification provided.

Representative Carlson moved that HF1968 be laid over.

Representative Carlson renewed his motion that HF1968 be laid over.

HF1146 (Vogel) Biennial notice and referendum provided on whether a municipality may use public utility license, permit, rights, or franchise fees to raise revenue.

Representative Barr moved that HF1146 be laid over.

Representative Barr renewed her motion that HF1146 be laid over.

HF1320 (Lien) City annual appropriation increased.

Representative Lien moved that HF1320 be laid over.

Testifying on HF1320 was Gary Carlson, League of Minnesota Cities and Bradley Peterson, Coalition of Greater Minnesota Cities.

Representative Lien renewed his motion that HF1320 be laid over.

HF1504 (Nash) Local governments prohibited from banning or taxing paper or plastic bags.

Representative Erickson moved that HF1504 be laid over.

Testifying on HF1504 was Jamie Pfahl, Minnesota Grocers Association, Megan Kuhl-Stennes, Eureka Recycling, Cam Gordon, Minneapolis City Council, Michael Stoick, St. Paul Citizen, Kyle Samejima, U of M student, Steve Huser, Metro Cities, and Dolores Rufenacht, St. Paul Citizen.

Representative Erickson renewed her motion that HF1504 be laid over.

HF1466 (Torkelson) Water law authorities modified, riparian buffer requirements modified, aid to counties and watershed districts provided to assume jurisdiction of implementing and enforcing buffer law, and money appropriated.

Representative Neu moved that HF1466 be laid over.

Testifying on HF1466 was Ron Harnack, lobbyist, Keith Carlson, Minnesota Inter-County Association Lac qui Parle County, Todd Pitzer, Lac qui Parle County, Paul Cumings, Department of Revenue and Mark Ten Eyck, Minnesota Center for Environmental Advocacy.

Representative Neu renewed her motion that HF1466 be laid over.

The committee recessed at 12:42PM.

HF2114 (Whelan) Legislative Property Tax Reform Task Force established, and report required.

Representative Whelan moved that HF2114 be laid over.

Representative Whelan moved the H2114A2 amendment. THE AMENDMENT WAS ADOPTED.

HF586 (Drazkowski) State-purchased land annual payment funds using dedicated revenues established, payment in lieu of taxes requirements modified, and money appropriated.
