MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 2:34 P.M. on, Wednesday, March 4, 2020, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Jordan moved that the minutes of March 3, 2020 be adopted. THE MOTION PREVAILED.


HF 1116 (Lee) Licensure requirement provisions technical changes made.

Chair Youakim moved HF 1116 be recommended to be placed on the General Register.

Representative Christensen moved the A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lee presented HF 1116 and took questions on the bill.

Chair Youakim renewed her motion that HF 1116, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


Representative Kunesh-Podein assumed the Chair at 2:39 P.M.

HF 3881 (Youakim) Paraprofessional paid orientation required, training funding provided, and money appropriated.

Representative Youakim moved HF 3881 be re-referred to the Education Finance Division.

Representative Youakim moved the A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Youakim presented HF 3881 and took questions on the bill.

Michelle Dennard, Full Service Special Ed (FSE) Education Support Professional (ESP) in the Osseo School District, Becky Hespen, President of Education Minnesota Osseo ESP, Pat Brannan, paraprofessional in Milaca Public Schools, and Kim Kaneakua, paraprofessional in Fridley Public Schools, testified in support of the bill.

Rick Heller, disability advocate, gave public testimony on the bill.

Jodee Buhr, Lobbyist with Education Minnesota, answered member questions.

Testifiers took member questions on the bill.

Representative Youakim renewed her motion that HF 3881, as amended, be re-referred to the Education Finance Division. THE MOTION PREVAILED.


Representative Youakim assumed the Chair at 3:18 P.M.

HF 3800 (Kunesh-Podein) Teacher licensure provisions modified.

Representative Kunesh-Podein moved HF 3800 be recommended to be placed on the General Register.

Representative Kunesh-Podein presented HF 3800 and took questions on the bill.

Katelyn Lillis, a teacher from Fergus Falls Schools, Dennis Draughn, a teacher from Osseo School District, Sara Ford, Issues Specialist with Education Minnesota, and Dr. Rhonda Bonnstetter, President of the Minnesota Association for Colleges of Teacher Education, testified in support of the bill.

Sarah Shanley, member of the Minnesota Association of Career and Technical Administrators, Gary Amoroso, Executive Director of the Minnesota Association of School Administrators, Dr. N’Jai-An Patters, a Tier 2 licensed teacher, Sonya Sailer, Director of Human Resources with Waconia Public Schools, and Daniel Sellers, Executive Director of EdAllies testified with concerns to the bill.

Alex Liuzzi, Executive Director of the Professional Educator Licensing and Standards Board testified regarding the bill.

Chair Youakim renewed Representative Kunesh-Podein’s motion that HF 3800 be recommended to be placed on the General Register. THE MOTION PREVAILED.


Representative Erickson moved to reconsider the motion that HF 1116 be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Youakim moved that HF 1116, as amended, be recommended to be placed on the General Register with the instruction that the Revisor amend the title accordingly. THE MOTION PREVAILED

The meeting was adjourned at 4:07 P.M.

*Limited outside testimony will be taken on HF1116 as the bill received a hearing in the Education Policy Committee on March 4, 2019.
