MINUTES

Representative Winkler, Chair of the Rules and Legislative Administration Committee, called the meeting to order at 11:30 A.M. on Friday, January 25, 2019, in Capitol room 120.

The Committee Legislative Assistant noted the roll.

Representative Winkler called the meeting at 11:30 A.M. A quorum was present.

Representative Carlson moved that the minutes of January 14, 2019 be approved. THE MOTION PREVAILED.

Representative Her moved to approve 2019 R-10, Resolution on Preliminary Committee Budgets. Barb Juelich, Controller of the Minnesota House of Representatives Budget and Accounting Department, testified on the Resolution. THE MOTION PREVAILED.

Representative Daudt moved to approve 2019 R-9, Recount Resolutions for 2019 Bliss and 2019 Persell. THE MOTION PREVAILED.

Bill Marx, Chief Fiscal Analyst of the Minnesota House of Representatives, presented for the discussion of Permanent Rules of the House. Mr. Marx presented on the Division structure currently in place under the temporary rules.

Elisabeth Bangert, member of the public, testified to transparency in regard to current committee division structure.

Rob Doar, Political Director for the Minnesota Gun Owners Caucus, testified to concerns around the public’s ability to follow movement of bills.

Craig Stone, member of the public, former employee of the Minnesota House of Representatives, testified to change Rule 3.33, 24 hour Rule, so that it is extended. Mr. Stone Testified to Rule 6.01 to caution the use of the current committee structure.

Melissa Schultz, member of the public from Lino Lakes 38A, testified to concerns around the public’s ability to follow movement of bills.

Elizabeth Church, member of the public from 67A, testified to concerns around the public’s ability to follow movement of bills.

Alyssa Offeling, Member of the Public from 15A, testified to concerns around the public’s ability to follow movement of bills.

Rick Heller, member of the public, testified to accessibility standards outlined in the Rules handbook.

Frank Long, member of the public from 47A, testified to transparency in regard to current committee division structure and request for three day minimum notice of committee hearings.

Sandy Haner, member of the public from 39B, testified to concerns around the public’s ability to follow movement of bills.

Caleb Stomquist, member of the public, testified to concern around members of the public’s ability to follow current committee division structure.

Representative Peggy Scott, testified to the expense of having staff and legislators move floors after post-election transitions into majority/minority caucus.





The meeting was adjourned at 1:23pm.

b. Public testimony. To sign up to testify contact Will Blauvelt at: will.blauvelt@house.mn or 651-296-3909. Priority will be given to testifiers that sign-up at least 24 hours in advance of the meeting. Testifiers will be limited to 2 minutes of testimony.
