MINUTES

Representative Paul Marquart, Chair of the Committee, called the meeting to order at 8:00 A.M. on, Tuesday, March 12, 2019, in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Lislegard moved that the minutes of March 7, 2019 be adopted. THE MOTION PREVAILED.

As of Friday, March 8, 2019, Chair Marquart has referred the following bills to the Property and Local Tax Division.

HF 1950 (Youakim) Tax increment financing; modifying special rules for the city of Hopkins

HF 1970 (Youakim) Cities allowed to impose a local sales tax under certain criteria.

HF 1987 (O’Driscoll) Authorizing the city of Sartell to impose a local food and beverage tax for specified projects.

HF 2031 (Hertaus) Local government aids; modifying the city aid program.

HF 2096 (Nornes) Modifying family-owned resorts provisions.

HF 2136 (Drazkowski) Modifying procedure for appeals of utility and railroad valuations.

HF 2141 (Marquart) Making changes to homestead determinations

HF 2147 (Franson) Modifying special rules for the city of Alexandria

HF 2278 (Hansen) Removing certain cap on watershed district levies
HF 2125 (Marquart) Governor’s Tax Bill. Federal tax law changes conformity and nonconformity provided; and various tax law provisions modified including individual income and corporate franchise taxes, sales and use taxes, property taxes, local government aids, tobacco taxes, and special taxes

Representative Marquart moved HF 2125 be laid over for possible inclusion in the omnibus bill.

Representative Marquart moved the A19-0168 amendment. THE AMENDMENT WAS ADOPTED.

Representative Marquart moved the A19-0182 amendment. THE AMENDMENT WAS ADOPTED.

Representative Marquart renewed his motion that HF 2125, as amended, be laid over for possible inclusion in the omnibus bill.
