MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 9:01 A.M. on, Monday, April 8, 2019, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Olson moved that the minutes of April 1, 2019 be adopted. THE MOTION PREVAILED.

Representative Carlson announced that HF7 (Eklund) Broadband grant program funding; HF1986 (Wagenius) Energy and Climate Finance bill; HF1833 (Wagenius) Energy and Climate Policy bill; and HF2208 (Mahoney) Omnibus Jobs and Economic Development Finance bill would be combined to better align with the Senate moving into conference committee. He explained that individual bills would be heard and amended and then temporarily laid over until a series of procedural motions would be made to combine them into one.

HF7 (Ecklund) Broadband grant program money appropriated

Representative Pelowski moved adoption of the Greater Minnesota Jobs and Economic Development Division Report for HF7, First Division Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Ecklund moved that HF7, as amended, be recommended to be placed on the General Register.

Representative Pelowski moved the H0007A4 amendment to amend HF 7, First Division Engrossment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Ecklund presented HF7 as amended.

Representative Carlson moved to amend HF7, First Division Engrossment, as follows:

Page 1, line 9, after “appropriation” insert “is one time and”

HF1986 (Wagenius) Omnibus energy and climate finance and policy bill

Representative Wagenius moved adoption of the Energy and Climate Finance and Policy Division Report on HF1986. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Wagenius moved HF1986, as amended, be recommended to be placed on the General Register.

Representative Wagenius moved the H1986A22 author’s amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wagenius presented HF1986 as amended.

Representative Wagenius moved adoption of the Energy and Climate Finance and Policy Division Report on HF1833. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Wagenius moved HF1833, as amended, be recommended to be placed on the General Register.

Representative Wagenius moved the H1833A37 amendment.

Representative Wagenius moved to incorporate an oral amendment to the H1833A37 amendment as follows:

Page 4, line 4, delete “$10,000,000” and insert “$8,000,000”

Page 4, line 6, delete “$11,400,000” and insert “$10,400,000”

THE MOTION PREVAILED. THE H1833A37 AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Representative Wagenius presented HF1833 as amended.

Representative Carlson moved to amend HF1833, First Division Engrossment, as follows:

HF2208 (Mahoney) Omnibus jobs and economic development finance bill.

Representative Olson moved adoption of the Jobs and Economic Development Finance Division Report for HF2208. THE MOTION PREVAILED. THE DIVISION REPORT WS ADOPTED.

Representative Olson moved HF2208, as amended, be recommended to be referred to the Tax Committee.

Representative Olson moved the H2208A30 amendment on behalf of the author. Representative Mahoney explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Ecklund moved the H2208A32 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mahoney presented HF2208 as amended.

Solveig Beckel, Fiscal Analyst, answered questions on HF2208.

Seeing no further discussion, Representative Carlson accepted motions to combine the bills into HF2208.

Representative Ecklund moved to amend HF2208, incorporating HF7, as amended, as a separate article. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wagenius moved to amend HF2208, incorporating HF1986, as amended, as a separate article. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wagenius moved to amend HF2208, incorporating HF1833, as amended, as a separate article. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Olson renewed the motion that HF2208, as amended, be referred to the Tax Committee and that the staff be directed to make technical corrections and amend the title. THE MOTION PREVAILED.

HF2400 (Davnie) Omnibus education finance bill

Representative Davnie moved adoption of the Education Finance Division Report on HF2400. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Davnie moved HF2400, as amended, be recommended to be referred to the Tax Committee.

Representative Davnie presented HF2400.

Representative Youakim touched on policy aspects of HF2400.

Representative Garofalo moved the H2400A33 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Davnie renewed the motion that HF2400, as amended, be referred to the Tax Committee. THE MOTION PREVAILED.
