MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 9:03 A.M. on Friday, May 17, 2019, in Room 120 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of May 13, 2019 and May 15, 2019 be adopted. THE MOTION PREVAILED.


HF2796 (Lillie) Labor agreement and compensation plan ratified

Representative Olson moved adoption of the State Government Finance Division Report for HF2796. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Lillie moved that HF2796, as amended, be recommended to be placed on the General Register.

Representative Lillie presented the bill and answered questions.

Greg Hubinger, Director, Legislative Coordinating Commission, answered questions on the bill.

Mansco Perry, Executive Director, State Board of Investment, answered questions on the bill.

Representative Lillie renewed the motion that HF2796, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


SF973 (Mann) University of Minnesota advisory council on rare diseases establishment request and appropriation.

Representative Olson moved that SF973, the Third Engrossment, be recommended to be placed on the General Register.

Representative Olson moved the S0973A1 amendment on behalf of the author. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mann presented the bill and answered questions.

Bill Marx, House Chief Fiscal Analyst, answered questions on the fiscal aspects of the bill.

Representative Olson renewed the motion that SF973, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF2129 (Murphy) Appropriating money for the Rural Finance Authority; authorizing the sale and issuance of state bonds.

Representative Poppe moved adoption of the Capital Investment Division Report for HF2129. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Poppe moved that HF2129 be recommended to be placed on the General Register.

Representative Murphy presented the bill and answered questions.

Representative Poppe renewed the motion that HF2129 be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF850 (Hansen) Wildlife disease surveillance and response funding provided, and money appropriated.

Representative Hansen moved adoption of the Environment and Natural Resources Finance Division Report for HF850. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Hansen moved that HF850, as amended, be recommended to be placed on the General Register.

Representative Hansen moved the H0850DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented the bill.

Representative Hansen renewed the motion that HF850, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


Chair Carlson made some administrative announcements.

Chair Carlson referred members to the attached memos regarding bill referrals.

To the Division on Capital Investment Finance:
HF2886 (Noor) Relating to capital investment; appropriating money for phase I of completing the Grand Rounds Missing Link trail connection in Minneapolis; authorizing the sale and issuance of state bonds.
HF2888 (Gunther) Relating to capital investment; appropriating money for renovation of the community recreation center in Lake Crystal; authorizing the sale and issuance of state bonds.
HF2891 (Loeffler) Relating to capital investment; appropriating money for Mississippi River habitat and public water access; authorizing the sale and issuance of state bonds.
