WAYS AND MEANS COMMITTEE

MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 9:48 A.M. on Monday, March 2, 2020, in Room 200 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of February 24, 2020 be adopted. THE MOTION PREVAILED.

HF2959 (Poppe) Rural Finance Authority funding provided, bonds issued, and money appropriated.

Representative Poppe moved that HF2959 be recommended to be placed on the General
Register.

Representative Poppe explained HF2959.

Representative Poppe renewed the motion that HF2959 be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF3633 (Pelowski) Disaster contingency account money transferred.

Representative Pelowski moved that HF3633 be recommended to be placed on the General Register.

Representative Pelowski explained HF3633.

Rep. Garofalo discussed the H3633A2 amendment but chose not to move it.

Representative Pelowski renewed the motion that HF3633 be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF2490 (Wolgamott) Skate park construction throughout the state grant program established, Minnesota Amateur Sports Commission authorized to build skate parks, bonds issued, and money appropriated.

Chair Carlson explained that the committee would take a procedural vote to refer HF2490 without recommendation and that it would need to come back to the committee before being sent to the General Register.

Representative Nelson moved adoption of the State Government Finance Division Report for HF2490. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Nelson moved that HF2490, as amended, be referred without recommendation to the Division on Capital Investment Finance.

Representative Wolgamott answered member questions on HF2490.

Representative Nelson renewed the motion that HF2490, as amended, be referred without recommendation to the Division on Capital Investment Finance. THE MOTION PREVAILED.

Myron Frans, Commissioner, Dr. Laura Kalambokidis, State Economist, and Britta Reitan, State Budget Director, Minnesota Management and Budget, gave a presentation on the February Budget and Economic Forecast and answered member questions.

Michelle Weber, Director, Legislative Budget Office, gave a presentation on the Legislative Budget Office and introduced the following staff and their issue areas:

Jim Carlson: Agriculture, Environment, and Housing
Kathryn Ho: LBO Coordinator and MNsure Analyst
Christian Larson: Economic Development
Alyssa Holterman: E-12 Education, Higher Education, Administration, Legislature,
Military and Veterans
Steve McDaniel: DHS (Health Care, Continuing Care for Older Adults, Community Supports)
Carlos Güereca: DHS (Operations, DCT, Children & Families) and MDH
Maren Bardal: Corrections and Sentencing Board
Adam Blom: Public Safety and Judiciary
Joe Harney: State Government, Taxes, and Pensions
Laura Cecko: Transportation


The meeting adjourned at 11:39 AM.
