WAYS AND MEANS COMMITTEE

MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:45 A.M. on Friday, May 8, 2020, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of May 7, 2020 be adopted. THE MOTION PREVAILED.

Representative Olson, Vice Chair of the committee, assumed the gavel at 9:47 A.M.

HF4645 (Carlson) Extending the COVID-19 Minnesota fund

Representative Carlson moved that HF4645 be recommended to be placed on the General Register.

Representative Carlson explained HF4645.

Representative Garofalo moved to adopt the H4645A1 amendment.

Representative Garofalo explained the amendment and answered member questions.

Myron Frans, Commissioner, Minnesota Management and Budget, commented on the A1 amendment and answered member questions.

Representative Garofalo renewed the motion to adopt the H4645A1 amendment. THE MOTION DID NOT PREVAIL.

Representative Carlson renewed the motion to that HF4645 be recommended to be placed on the General Register. A roll call was taken, and the results were as follow:

HF4285 (Poppe) Agriculture; various provisions modified relating to perishable farm products, seed law, noxious weed law, hemp, farming, loans, plant shipment, pet food, food, eggs, grain, and others; farm safety grants and outreach programs provided; data classified; rulemaking authority modified; veterinarian immunity provided; reports required; and recommendations required.

Representative Poppe moved that HF4285, the first engrossment, be recommended to be placed on the General Register.

Representative Poppe moved adoption of the H4285A4 amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Poppe explained HF4285 as amended.

Representative Poppe moved that HF4490, the first engrossment, be recommended to be placed on the General Register.

Representative Poppe moved adoption of the H4490A4 amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Poppe explained HF4490 as amended.
