WAYS AND MEANS COMMITTEE

MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:31 A.M. on Monday, May 11, 2020, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of May 8, 2020 be adopted. THE MOTION PREVAILED.


HF1842 (Wagenius) Solar energy incentive program modified, various renewable energy and electric vehicle grant programs established, reports required, and money appropriated.

Representative Wagenius moved that HF1842, the first engrossment, be recommended to be placed on the General Register.

Representative Wagenius moved the H1842DE4 amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wagenius moved the H1842A23 amendment and explained the amendment.

Representative Wagenius moved the H1842A24 amendment to amend the A23 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Wagenius renewed the motion to adopt the H1842A23 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wagenius explained HF1842 as amended and answered member questions.

Representative Wagenius renewed the motion that HF1842, the first engrossment, as amended, be recommended to be placed on the General Register. A roll call was taken, and the results were as follows:

HF4579 (Liebling) COVID-19; contact tracing, case investigation, and follow-up services for person with COVID-19 established; assisted living licensure and consumer protection provisions changed; and money appropriated.

Representative Liebling moved that HF4579, the first engrossment, be recommended to be placed on the General Register.

Representative Liebling moved the H4579DE3 amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Liebling explained HF4579 as amended and answered member questions.

Margaret Kelly, Deputy Commissioner, Minnesota Department of Health, answered member questions.

Bill Marx, Chief Fiscal Analyst, went over the fiscal aspects of the bill.

Representative Olson moved that HF4374, the first engrossment, be recommended to be placed on the General Register.

Representative Olson moved the H4374A4 amendment on behalf of the author. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Pinto presented HF4374 as amended and answered member questions.

Doug Berg, Fiscal Analyst, answered questions on the fiscal spreadsheet for HF4374.
