MINUTES

Representative Jim Davnie, Chair of the Education Finance Division, called the meeting to order at 9:46 am on February 28, 2019 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Sandell moved that the minutes from February 27, 2019 be approved. Motion prevailed.

HF 1363 (Huot) Appropriates and additional $30 million in fiscal year 2020 and $20 million in fiscal year 2021for a second and third round of Support our Students grants.

Rep. Huot moved that HF 1363 be presented before the committee; be laid over for possible inclusion in a future K12 omnibus bill.

HF 514 (Pryor) Increases the safe schools levy to $72 per pupil for school districts, and, by linking the amount for intermediate school districts to the school district formula, increases the intermediate school district revenue from $15 to $30 per pupil unit.

Rep. Pryor moved that HF 514 be presented before the committee; be laid over for possible inclusion in a future K12 omnibus bill.

HF 1594 (Richardson) Appropriates $700,000 per year from the workforce Development Fund to the commissioner of employment and economic development for a grant to the YWCA of Minneapolis to provide economically challenged individuals with job skills training, career counseling, and job placement assistance necessary to secure a child development associate credential and to have a career path in early education.

Rep. Richardson moved that HF 1594 be presented before the committee; be referred to the Ways and Means Committee.

HF 579 (Kresha) Increases safe schools funding for school districts, adds safe schools funding for charter schools and cooperative units, sets a minimum revenue amount for small school districts, and adds an equalization aid component for low tax base school districts. It also broadens the uses of LTFM revenue and capital equipment bond to include certain student and staff safety projects.

Rep. Kresha moved that HF 579 be presented before the committee; be laid over for possible inclusion in a future K12 omnibus bill.
