Representative Jim Davnie, Chair of the Education Finance Division, called the meeting to order at 9:47 am on March 21, 2019 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

1711 (Youakim) Modifies requirements relating to transportation of homeless students with individualized education programs, and enrollment of a student in foster care. Allows a district to consider community’s religious observance when determining school calendar, and to begin school year before Labor Day in the 2020-2021 and 2021-2022 school years. Modifies definition of “textbook”. Requires a school district to take control of extracurricular activities. Modifies grant requirements. Makes technical changes.

HF 2401 (Davnie) Eliminates an obsolete reference to the student achievement levy (which has been repealed), and corrects an incorrect cross-reference.

HF 1133 (Acomb) The first division engrossment creates a grant program to defray the costs of deploying solar energy systems on school buildings. The grant funds a lease purchase project under which an investor pays for the initial deployment of the solar energy system and the school district makes annual payments under a purchase payment agreement. When the investor has exhausted the financial benefits of the project (tax credits, depreciation, etc.) the school district purchases the investor’s remaining financial interest in the system and terminates the agreement.

HF 73 (Gunther) Allows a school district to include in its extended time hours the hours of instruction provided to students participating in a career and technical or science, technology, engineering, or math course outside of the regular school day, whether or not those hours are provided as part of SAAP.

HF 246 (Bennett) Establishes a grant program for school districts that have a vocational enrichment program that operates outside of the regular school day. Requires the commissioner to prioritize grants to districts operating programs in particular pathways. The grant amount formula is based on the extended time revenue formula.

Chair Davnie moved that HF 246 be presented before the committee; be laid over for possible inclusion in a future division report.

HF 292 (Kunesh-Podein) Appropriates funds for Girl Scout councils providing programming to underrepresented, under resourced girls in kindergarten through grade 12, including programming related to healthy relationships; science, technology, engineering, and math; financial literacy; college and career readiness; and leadership development and service learning. The bill requires the grantee to report on expenditures and outcomes of the programs.

HF 2531 (Sandell) Appropriates $500,000 in fiscal year 2020 and in fiscal year 2021 for a grant to the Minnesota Council on Economic Education to provide professional development to teachers implementing graduation standards related to economic education, and to support direct-to-student ancillary economic and personal finance programs.

HF 683 (Marquart) Amends the eligibility requirements for members of the committee, allows the council to be funded through appropriations to the Minnesota Alliance with Youth, and appropriates $375,000 each year for the activities of the council.

HF 1107 (Fischer) Appropriates a total of $425,000 for the 2020-2021 biennium for grants to support water conservation programming in Minnesota schools. It designates two grant recipients; H2O for Life, and Independent School District No. 624, White Bear Lake. The bill also includes funding for competitive grants to schools to implement a water conservation curriculum and co-develop a central platform to connect volunteers, water education professionals, curricula, and other resources to school districts across the state.

HF 1380 (Kunesh-Podein) Appropriates $250,000 in fiscal year 2020 and in fiscal year 2021 for a grant to the African American Registry for the Teacher’s Forum. A portion of the appropriation each year is for scholarships to teacher candidates enrolled in a teacher preparation program at a named postsecondary institution.
