MINUTES

Representative Jim Davnie, Chair of the Education Finance Division, called the virtual meeting to order at 2:30 pm on April 30, 2020 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Rep. Sandstede moved that the minutes from April 28, 2020 be approved. Motion prevailed.

HF 4098 (Sandell) With some changes, codifies and makes permanent the Innovation Research Zones Pilot Program enacted in 2017 session law.

Rep. Sandell presented HF 4098 before the committee in an informational hearing with testifiers.

HF 3849 (Sandstede) Minnesota’s Postsecondary Enrollment Options (PSEO) programs include a number of models, including concurrent enrollment, which often goes by the name of “college in the schools”. Instructors in these programs are most often high school teachers specially trained by the sponsoring college or university. A decision by the Higher Learning Commission a few years ago requires that these concurrent enrollment teaches have at least 18 master’s degree credits in their field of teaching. Many concurrent enrollment teachers, while having a master’s degree, do not have these credits in the specific areas that they teach. The 2016 Legislature first appropriated funds for the Northwest Regional Partnership to provide these credits to high school teachers. This program is now referred to as the 18 online program (18 credits and much of the coursework don online). In 2017, the Legislature added to the funding and expanded the program statewide. HF 3849 clarifies the program language and provides additional funds by increasing the appropriation by $1 million for fiscal year 2021 and increasing the base to $1 million per year in subsequent years.
