MINUTES

Representative Mariani, Chair of the Public Safety and Criminal Justice Reform Finance and Policy Division, called the meeting to order at 12:54 P.M. on February 19th, 2020, in room 120 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Christensen moved to amend the minutes to add “8” after “Chair Mariani moved to re-refer HF321” for the February 18th, 2020 meeting. THE MOTION PREVAILED.

Representative Christensen moved to approve the minutes for the February 18th, 2020 meeting. THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

Presentation by the Minnesota Youth Council.

HF 3105 (Edelson) Probationary sentences for nonviolent offenders provided.

Representative Edelson moved to adopt the A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Edelson moved to re-refer HF3105, as amended, to the General Register. THE MOTION PREVAILED.

HF 3453 (Edelson) Juvenile risk assessment provided, and issues relating to juveniles including alternatives to arrest and use of restraints addressed.

Representative Pinto moved to make an oral amendment to HF3453 by adding “of Corrections” after “Commissioner” on Page 2 and Line 20. THE MOTION PREVALED AND THE AMENDMENT WAS ADOPTED.

Representative Edelson moved to re-refer HF3453, as amended, to the General Register. THE MOTION PREVAILED.
