MINUTES

Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Fourteenth meeting to order at 12:48 P.M. on February 28th, 2019 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Hornstein called the meeting to order at 12:48pm. A quorum was present.

Representative Petersburg moved to amend the minutes of February 26th to change the date of the minutes to read “February 26th” rather than “February 22nd.”
Representative Petersburg moved to approve the minutes of February 26th as amended. THE MOTION PREVAILED.

HF593 (Edelson, H.) Hennepin County; relating to motor vehicles; establishing Rotary International special license plates; proposing coding for new law in Minnesota Statutes, chapter 168.

Representative Edelson moved the H0593 oral amendment that reads:
“Page 1, line 14, delete ‘International District 5950’ and insert ‘Foundation’
Page 2, line 6, delete ‘International District 5950’ and insert ‘Foundation’
Page 2, line 10, delete ‘International District 5950’ and insert “Foundation”
THE AMENDMENT WAS ADOPTED.

Representative Edelson introduced her bill.

HF548 (Haley, B.) Goodhue; relating to transportation; renaming a bridge over the Mississippi River in Red Wing.

Jane Drazkowski, Red Wing Bridge of Valor Committee, testified in support of HF548.

Ernie Stone, Red Wing Bridge of Valor Committee, testified in support of HF548.

Merle Larson, Red Wing Bridge of Valor Committee, testified in support of HF548.

Chair Hornstein moved to re-refer HF548 to the Committee on Ways and Means. THE MOTION PREVAILED.


HF1171 (Nash) Carver; relating to transportation; designating a portion of marked Trunk Highway 25 as Captain Jeffrey Vollmer Memorial Highway.

Emily Vollmer, wife of Jeffrey Vollmer, testified in support of HF1171.

Andy Metzel, Carver County first responder, testified in support of HF1171.

Chair Hornstein moved to re-refer HF1171 to the Committee on Ways and Means. THE MOTION PREVAILED.


Representative Nelson moved to amend the minutes of February 26th to read that Representative O’Driscoll was excused from the February 26th meeting. THE MOTION PREVAILED.

HF1555 (Hornstein, F.) Hennepin; relating to transportation; expanding uses of appropriations for corridors of commerce program.

Chair Hornstein moved the H1555DE1 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Hornstein introduced his bill.

Shane Zahrt, Flaherty and Hood, testified on HF1555.

Chair Hornstein moved to re-refer HF1555 as amended to the Committee on Ways and Means. THE MOTION PREVAILED.


HF1623 (Hornstein, F.) Hennepin; relating to transportation; making miscellaneous policy changes, including but not limited to provisions governing bicycles, school bus warning lights, driver’s license suspension, airport zoning, legislative route removals, and memorial highways and bridges.

Chair Hornstein introduced his bill.

Matt Burress, House Research Analyst, introduced the bill.

Representative Koznick incorporated the language “Page 2, line 10, delete ‘the day following’ and insert ‘January 1, 2021,’
Page 2, line 11, delete ‘final enactment;”
into the H1623A1 Amendment.

Representative Koznick moved the H1623A1 amendment as amended.

Representative Koznick withdrew the H1623A1 amendment.

Chair Hornstein moved to re-refer HF1623 to the Committee on Ways and Means. THE MOTION PREVAILED.

Vice Chair Tabke recessed the meeting at 2:17pm.


Chair Hornstein reconvened the meeting at 7:03pm.

HF1500 (Winkler, R.) Hennepin; relating to transportation; modifying requirements for a noncompliant driver’s license or Minnesota identification card and making related changes, including on eligibility, proof of lawful presence, primary and secondary documentation, discrimination, voter registration, and data practices; making technical changes; appropriating money.

Representative Winkler introduced his bill.

Representative Gomez testified in support of HF1500.

Representative Hamilton testified in support of HF1500.

Commissioner John Harrington, Minnesota Department of Public Safety, testified in support of the bill.
