AGRICULTURE FINANCE AND POLICY COMMITTEE MINUTES

Representative Mike Sundin, Chair of the Agriculture Finance and Policy Committee, called the virtual meeting to order at 1:00 P.M. on Monday, March 8, 2021, pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll. A quorum was present.

Rep. Vang moved to approve adoption of the minutes of the previous meeting. The motion prevailed. The minutes from the March 3, 2021 meeting were adopted.

Chair Sundin passed the gavel and Vice Chair Vang assumed the Chair at 1:03 P.M.

HF 1898 (Sundin) MDA Policy Bill

Rep. Sundin moved HF 1898 and presented the bill.

Rep. Sundin renewed his motion that HF 1898 be laid over until the next meeting. HF 1898 was laid over.

Chair Sundin reassumed the Chair at 1:10 P.M.

HF 1433 (Frederick) Biofuels education and marketing program provided, biofuel education and promotion council established, compatibility standard compliance required, minimum biofuel standard modified, technical changes made, and reports required.

Chair Sundin brought back HF 1433 before the committee and moved that it be referred to the Commerce Committee.

Rep. Lippert moved the HF1433DE1 amendment and Rep. Hansen, R. explained the amendment.

Rep. Anderson moved the A1 amendment and incorporated the following oral amendments
Page 1, line 1, after “1433” insert “, the H1433DE1 amendment,”
Page 1, line 2, delete “Page 4” and insert “Page 1” and delete “line 32” and insert “line 21”

Rep. Anderson moved the A6 Amendment to the A1 amendment. The motion prevailed. The amendment to the amendment was adopted.

Chair Sundin moved the A1 amendment, as amended. The motion prevailed. The amendment, as amended, was adopted.

Chair Sundin moved that HF 1433, as amended, be recommended to be referred to the Commerce Committee.

HF 433 (Munson) Minnesota Food Freedom Act established, homemade food sellers exempted from statutes, and local ordinance application to homemade food sellers preempted.

Rep. Vang moved that HF 433 be laid over for possible inclusion in the omnibus Agriculture Finance bill.

Rep. Vang moved the A21-0069 amendment.

Rep. Munson explained the amendment and the bill.

The motion prevailed, the A21 amendment was adopted.
