AGRICULTURE FINANCE AND POLICY COMMITTEE MINUTES

Representative Mike Sundin, Chair of the Agriculture Finance and Policy Committee, called the virtual meeting to order at 1:01 P.M. on Wednesday, March 16, 2022, pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll. A quorum was present.

Rep. Thompson moved to approve adoption of the minutes of the previous meeting. The motion prevailed. The minutes from the March 14, 2022 meeting were adopted.

HF 4106 (Thompson) African Growers and Producers Alliance funding provided, and money appropriated.

Rep. Thompson presented HF 4106 and moved that HF 4106 be laid over for possible inclusion.

Chair Sundin laid over HF 4106 for possible inclusion in an omnibus bill.

HF 3903 (Burkel) White-tailed deer farmers compensation funding provided, and money appropriated.

Rep. Burkel moved that HF 3903 be referred to the Environment & Natural Resources Finance and Policy committee.

Rep. Burkel moved the H3903DE2 amendment and offered an oral amendment to the DE2 amendment: on Page 1, line 8, before the period insert “and the restrictions and requirements imposed by the Board of Animal Health within chronic wasting disease endemic areas”.

The motion prevailed. The oral amendment to the DE2 amendment was incorporated.

Rep. Burkel moved the DE2 amendment, as amended. The motion prevailed. The DE2 amendment, as amended, was adopted.

Rep. Burkel presented HF 3903, as amended.

HF 3684 (Heintzeman) New registrations prohibited for farmed white-tailed deer, voluntary farmed white-tailed deer buyout program established, and money appropriated.

Rep. Heintzeman explained his bill and Chair Sundin moved HF 3684 to get the bill before the committee.

Chair Sundin modified his motion and moved that HF 3684 be laid over for further discussion. The motion prevailed. HF 3684 was laid over for further consideration.

Rep. Hansen, R. moved that HF 4126 be recommended to be referred to the Committee on Environment & Natural Resources Finance and Policy Committee.

Rep. Hansen, R. moved the H4126DE1 amendment. The motion prevailed. The amendment was adopted.
