MINUTES

Representative Jim Davnie, Chair of the Education Finance Committee, called the virtual meeting to order at 10:30am on February 9, 2022 pursuant to House rule 10.01. The meeting was broadcasted via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Jordan moved that the minutes from February 8, 2022 be approved. Motion prevailed.

Presentation relating to statewide special education costs from Paul Ferrin, Supervisor, Special Education Funding and Data, Minnesota Department of Education.

Rep. Walgamott moved that HF 2657 be presented before the committee; be laid over for possible inclusion or for further consideration at a later date.

HF 2657 (Rep. Walgamott) The bill increases a school district’s annual cross subsidy aid from 6.43% of their initial cross-subsidy to 100%.


Rep. Walgamott renewed his motion to lay over HF 2657 for possible inclusion or for further consideration at a later date.

Rep.Youakim moved that HF 2751 be presented before the committee; be laid over for possible inclusion or for further consideration.

HF 2751 (Rep. Youakim) The bill establishes a legislative working group to study requirements and practices relating to tuition billing for special education and general education services provided to a student with a disability by a nonresident student, cooperative district, or charter school.

Rep. Youakim renewed her motion to lay over HF 2751 for possible inclusion or for further consideration at a later date.
