MINUTES

Representative Jim Davnie, Chair of the Education Finance Committee, called the virtual meeting to order at 10:30am on March 24, 2022, pursuant to House rule 10.01. The meeting was broadcasted via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Rep. Thompson moved that the minutes from March 23, 2022, be approved. Motion prevailed.

HF 3979 (Rep. Howard) - Mental health grants authorized for federal instructional setting level 4 for special education sites, and money appropriated.

Rep. Wolgamott moved that HF 3979 be presented before the committee; be referred to the Human Services Finance and Policy Committee.

Rep. Howard presented HF 3979.

Rep. Wolgamott renewed the motion that HF 3979 be referred to the Human Services Finance and Policy Committee. A roll call vote was taken. Motion prevailed.

HF 3580 (Rep. Mariani) - English learner program revenue indexing required to basic education revenue, rulemaking authorized, and money appropriated.

Chair Davnie moved that HF 3580 be presented before the committee; be laid over for further consideration and possible inclusion in a future omnibus bill.

Chair Davnie renewed the motion to lay over HF 3580, for possible inclusion or for further consideration at a later date.

HF 4477 (Rep. Bierman) - Declining school district enrollment aid modified, and money appropriated.

Rep. Jordan moved that HF 4477 be presented before the committee; be laid over for further consideration and possible inclusion in a future omnibus bill.

HF 3403 (Rep. Stephenson) - Preliminary application procedure established for individuals seeking professional licenses, licensing boards permitted to charge application fees, appeals authorized, and reports required.

Rep. Marquart moved that HF 3403 be presented before the committee; be referred to the Labor, Industry, Veterans and Military Affairs Finance and Policy Committee.

Rep. Stephenson presented HF 3403.
