Environment and Natural Resources Finance and Policy MINUTES
Representative Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 1:00 P.M. on March 18th, 2021, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll. Members present:

Chair Hansen called the meeting to order at 1:00 P.M. A quorum was present.

Rep. Lee moved that the minutes from March 16th, 2021 be approved. MOTION PREVAILED. HF1989 (HUOT) Minnesota Zoological Garden funding provided, and money appropriated.
Rep. Hansen moved that HF1989 be laid over for possible inclusion in an omnibus bill.

Rep. Huot presented HF1989.

Rep. Hansen renewed the motion that HF1989 be laid over for possible inclusion in an omnibus bill and the bill was laid over.

HF2285 (KEELER) Science Museum of Minnesota funding provided, and money appropriated. Rep. Keeler moved that HF1989 be laid over for possible inclusion in an omnibus bill.
Rep. Keeler moved to incorporate an oral amendment “On Page 1.6, strike $3,978,000 and insert $3,798,000.” and the amendment WAS ADOPTED.

Rep. Keeler presented HF1989, as amended.

Rep. Keeler renewed the motion that HF1989, as amended, be laid over for possible inclusion in an omnibus bill and the bill was laid over.

HF1733 (HANSEN) Counties allowed to collect soil and water conservation district fees on deed transfer and mortgage registration, and clean water fund grant eligibility for counties established.

Rep. Hansen moved that HF1733 be recommended to be re-referred to the Taxes Committee. Rep. Hansen presented the bill.

By a vote of 11 Ayes, 6 Nays, and 2 Excused the motion PREVAILED. Rep. Hansen resumed the gavel at 2:10 P.M.
HF1586 (TORKELSON) Soil and water conservation districts and watershed district merger feasibility study funding provided, and money appropriated.

Rep. Hansen moved that HF1586 be laid over for possible inclusion in an omnibus bill. Rep. Torkelson presented the bill.
Rep. Hansen renewed the motion that HF1586 be laid over for possible inclusion in an omnibus bill and the bill was laid over.
