MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the virtual meeting to order at 1:00 P.M. March 15, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

Representative Theis moved that the minutes of March 10, 2022, be adopted. THE MOTION PREVAILED.

Representative Ecklund moved that HF 2814 (Ecklund) be recommended to be re-referred to the Ways and Means Committee.

Representative Ecklund moved that the DE2 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Ecklund presented HF 2814, as amended; Farmed Cervidae owner requirements modified, chronic wasting disease live-animal testing required, and money appropriated.

Testifying on HF 2814, as amended:
- Dr. Peter Larsen, Assistant Professor, University of Minnesota. Co-Director, Minnesota Center for Prion Research and Outreach (MNPRO).
- Tony Kwilas, Minnesota Elk Breeders Association.

- Amy Cordry, At-large member of the public, Board of Animal Health Farmed Cervidae Rulemaking Advisory Committee.

Representative Ecklund renewed his motion that HF 2814, as amended, be recommended to be re-referred to the Ways and Means Committee.

Chair Hansen directed the clerk to take the roll on HF 2814, as amended.

Representative Hansen moved that HF 3273 (Hansen) be recommended to be re-referred to the Judiciary Finance and Civil Law Committee.

Representative Hansen presented HF 3273, Farmed white-tailed deer new registration prohibited.

Representative Becker-Finn moved that the A3 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
