MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the virtual meeting to order at 1:00 P.M. March 31, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

A presentation was given by various state agencies on the Governor’s Environment and Natural Resources Supplemental Budget Recommendations.

Presenters:
- Katrina Kessler, Commissioner, Minnesota Pollution Control Agency (MPCA).
- Sarah Strommen, Commissioner, Minnesota Department of Natural Resources (DNR).
- John Jaschke, Executive Director, Minnesota Board of Water and Soil Resources (BWSR).
- Sam Paske, Assistant General Manager, Metropolitan Council Environmental Services.
- Laura Bennett McGinty, Executive Director, Explore Minnesota Tourism
- Katie Pratt, Executive Director, Environmental Quality Board (EQB).
- Bob Meier, Assistant Commissioner, DNR.

Vice-Chair Wazlawik assumed the gavel at 2:01 P.M.

Representative Hansen moved that HF 766 (Hansen) be laid over for possible inclusion in an omnibus bill.

Representative Hansen presented HF 766; Coated seed defined, certain seed sales and uses prohibited, disposal of seeds regulated, consumer guidance required, rulemaking required, and money appropriated.

Testifying on HF 766:
- Judy Wu-Smart, Department of Entomology, University of Nebraska-Lincoln.
- Sarah Hoyle, Xerces Society.
- David Benke, Resource Management and Assistance Division Director, Minnesota Pollution Control Agency (MPCA).

Representative Hansen renewed his motion that HF 766 be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Representative Hansen moved that HF 4407 (Hansen) be laid over for possible inclusion in an omnibus bill.

Representative Hansen moved that the A1 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented HF 4407, as amended; Natural resources reports due date modified; snowmobile registration, state trail, state park reservation policies, timber permit due date, walk-in access program enrolled land use, special permit issuance to use motorized vehicles in wildlife management areas, resident license requirements, and firearm provisions modified; blaze orange or blaze pink requirements for ground blinds established; nonlethal hazing of deer and elk causing damage to crops authorized; angling allowed with two lines; and rulemaking required.

- Jason Garms, Government Relations, Minnesota Department of Natural Resources (DNR).

Representative Hansen renewed his motion that HF 4407, as amended, be laid over for possible inclusion in an omnibus bill. The bill was laid over.
