MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the virtual meeting to order at 8:30 A.M. April 1, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

Representative Wazlawik moved that the minutes of March 29, 2022, be adopted. THE MOTION PREVAILED.

Representative Fischer moved that the minutes of March 31, 2022, be adopted. THE MOTION PREVAILED.

A presentation was given by researchers at the University of Minnesota on air pollution, its health impacts, and disparities in exposure.
- Dr. Dylan Millet, Department of Soil, Water and Climate, University of Minnesota.
- Dr. Jason Hill, Department of Bioproducts and Biosystems Engineering, University of Minnesota.

Representative Lee moved that HF 3146 (Lee) be laid over for possible inclusion in an omnibus bill.

Representative Lee moved that the A4 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lee presented HF 3146, as amended, Environment; air quality permit analysis requirements modified, environmental justice area identified, and demographic analysis required.

Testifying on HF 3146, as amended:

- Steven Pak, Air Quality Permits Section Manager, MPCA.

Representative Lee renewed his motion that HF 3146, as amended, be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Representative Ecklund moved that HF 3311 (Ecklund) be laid over for possible inclusion in an omnibus bill.

Representative Ecklund presented HF 3311, Clean Water Act; funding provided for state to assume 404 permitting, report required, and money appropriated.

- Les Lemm, Wetlands Section Manager, Board of Water and Soil Resources (BWSR).
- Carol Andrews, P.E., St. Louis County Public Works Environmental Project Manager
- Katie Smith, Ecological and Water Resources Division Director, Minnesota Department of Natural Resources (DNR).

Representative Ecklund renewed his motion that HF 3311 be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Representative Lippert moved that HF 2624 (Lippert) be laid over for possible inclusion in an omnibus bill.

Representative Lippert presented HF 2624; Property assessed clean energy program modified.

Testifying on HF 2624:
- Pete Klein, Vice-President of Finance, Saint Paul Port Authority.
- Brad Jordahl Redlin, Minnesota Agricultural Water Quality Certification Program, Minnesota Department of Agriculture.

Vice-Chair Wazlawik assumed the gavel at 10:18 A.M.

Representative Hansen moved that the A1 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lippert renewed his motion that HF 2624, as amended, be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Representative Hansen moved that HF 4736 (Hansen) be recommended to be re-referred to the Capital Investment Committee.

Representative Hansen moved that the A2 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented HF 4736, as amended, Wastewater and water supply project climate issue rulemaking required.
