HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 1:00 P.M. on April 9, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Quam moved that the minutes of April 6, 2021 be approved. THE MOTION PREVAILED.

HF2128 (Liebling) Health care, human services, and licensing and background study provisions modified; health and human services budget established; technical and conforming changes made; money transferred; and money appropriated.

Chair Liebling moved that HF2128 be recommended to pass and re-referred to the Committee on Ways and Means.

Chair Liebling moved the H2128DE1 amendment.

Chair Liebling moved the H2128A12 amendment to the H2128DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Reyer moved the H2128A5-1 amendment to the H2128DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Reyer moved the H2128A8-1 amendment to the H2128DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Pryor moved the H2128A5-1 amendment to the H2128DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Freiberg moved the H2128A11 amendment to the H2128DE1 amendment.

Leonard Fineday, General Counsel, White Earth Nation and Bill Haas, Lobbyist, White Earth Nation, responded to member questions.

Representative Freiberg renewed his motion that the H2128A11 amendment to the H2128DE1 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Gruenhagen moved the H2128A2 amendment to the H2128DE1 amendment. Representative Gruenhagen explained his amendment and then withdrew it.

Representative Demuth moved the H2128A7 amendment to the H2128DE1 amendment. Representative Demuth explained her amendment and then withdrew it.

Chair Liebling renewed her motion that the H2128DE1 amendment, as amended, be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling moved that HF2128, as amended, be recommended to pass and be rereferred to the Committee on Ways and Means.

Chair Liebling stated there would be a roll call vote. The results were as follows:
