FINANCE & POLICY MINUTES

Representative Connie Bernardy, Chair of the Committee on Higher Education Finance and Policy, called the virtual meeting to order at 3:00 PM on March 22, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Klevorn moved that the minutes of March 16, 2022, be adopted. THE MOTION PREVAILED.

HF 3888 (Morrison); Minnesota 50-year clean water supply plan funding provided, and money appropriated.

Representative Bernardy moved that HF 3888 be laid over for possible inclusion in an omnibus bill.

Representative Bernardy renewed the motion that HF 3888 be laid over for possible inclusion in an omnibus bill.

HF 3892 (Bernardy); Campus sexual assault policy affirmative consent standards required.

Representative Christensen moved that HF 3892 be laid over for possible inclusion in an omnibus bill.

Representative Christensen moved the H3982A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Christensen renewed the motion that HF 3892 as amended be laid over for possible inclusion in a committee omnibus bill.

HF 2578 (Schultz); University of Minnesota Board of Regents election process modified, University of Minnesota faculty member required to serve on Board of Regents, and Board of Regents redistricting effects addressed.

Representative Bernardy moved that HF 2578 be laid over for possible inclusion in an omnibus bill.

Representative Bernardy moved the H2578DE4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

-Scott Laderman, University of Minnesota - Duluth
-Gurtaran Johal, Twin Cities Student Representative to the University of Minnesota Board of Regents

Representative Bernardy renewed the motion that HF 2578 as amended be laid over for possible inclusion in an omnibus bill.
